vided that no new debt, oblgation or
loan should be created without a two
thirds vote of the leg! voters of the
State, except for the purpose of meeting
its existing obligations, was stricken out.
The bill is one of the most utrocious
sK Indies which has yet been perpetrated
by the Legislature. Mr. Yocum, a iadi
cal member, the Caro,inian says, hit the
nail on the head when as we learn, he
sought to propose an amendment to the
title of the bill to make it read ; "A bill to
cover up the fra'6ds andt corruption of
the Financial Board and Financial agent
of the State of South Carolina, and pre
vent them from beiv.g sent to the pen
itentiary."
