When a negro desperado is hunted
in South Carolina for an unmentionable
and other crimes, says the Columbia
Evening Record, the ever-present
menace to be considered is the
danger of the uprising of the blacks in

posse of Hampton and Barnwell
counties, in their search for the
negro triple murderer and daring desperado,
Richard HeDry Austin, to
guard against any large amount of violence
among the negroes* took th e precaution
to destroy all guns in the territory
in which Austin was supposed
to be hiding.
It was a task of large proportion to
destroy all weapons of the negroes in
the many miles of traversed territory.
Only those woo are conversant with
the country and its conglomerate population
of blacks can realize The extent
of the confiscation and destrnc
tion of firearms. The counties of
Hampton and Barnwell have a predominating
number of negroes, which
form the major portion of the population.
As a whole they are peaceful,
but there is a nomadic element that

cause, attempt the obliteration of the
white people.
Both counties are filled with small
shacks, or cabins that house the negroes
and their number is so large

boisterious.
The taking of firearms and ammu- |
nifcion from the negroes precludes all
danger of an uprising of the blacks
along the Savannah river or in any
part of Hampton or Barnwell counties;
for if the}' started to fighting it
would have to be with primitive weapons,
such as stick and rocks.
