Senator John L. McLaurin asked \

lowing explanatory remarks:
"To deny that I am disappointed
i that the House has continued the
warehouse bill to the next session
would be untrue, but I am in no way
surprised. This measure is one or
international importance, affecting
i finance in every civilized nation of
the world. It is more far-reaching in
its effects than I even declared in the
address which I delivered a few nights
ago in this chamber, for in the application
of trrnst nrinomlo to hand
ling the cotton crop you accept the
trust as a necessary and component
i part of our complex system. You lay
down the fundamental doctrine, not
of the destruction of all trusts, nor
yet the puerile dogma of the Supreme
Court of the United States in the
Standard Oil and Tobacco cases of
'good trusts' and 'bad trusts,' but of
Government regulation of trusts and
of making each and every trusts, subservient
to the best interest of this
nation and all the people thereof.
"The great movements of the masses
of the people in all times has been not
so much from intellectual and moral
effort on the part of students and
thinkers, a9 ot being: ariven by stern
necessities. The Barons did not wring
Magna Charta from King John from
the consideration of abstract questions
of political economy, but because the
exactions of autocratic Kings left them
no other recourse. The great reformation
of Martin Luther was not brought
about by the letters of Erasmus, but
because of the tyranny of the Church
of Rome drove Luther into open rebellion.
"Last year nb One realized so keenly
as I that the warehouse bill was not
understood and passed this General
Assembly, because cotton was below
the cost of production, and not reason,
but the spur and whip of poverty drove
men into making desperate experiments.
For the first time, it is beginning
to be understood, that there
is a road which we can take, and not
only cross the Red Sea, but if need
be overwhelm the hosts of Pharaoh.
"I hope it will not be necessary, but

my friends, 1 know sometmng or tne

and our feeble efforts in curtailing
acreage, etc., are like pitching straws
against the wind. The press, politicians,
and all the powers that serve
the mammon of greed will encourage
us to waste our vitality and expend
our energy in vain effort, there is
only one way, and I hav6 pointed it
out. Time will do the rest. When
October comes and it suits those who
hold our financial destiny in their
hands, to pluck thr^e hundred million
dollars from the cotton crop of the
South, and we are helpless, then you
will find the appointed way."
