Advocatina a Plan to Keep Boys
and
Girls Off the Street.
Dr. A. S. Orme, "father of the juvenile
courts," was in Columbia for the ;
purpose of arousing interest in the j
betterment of the living and working j
conditions of the young boys and
girls.
He stated that be would endeavor
to talk to the legislature in behalf of
a juvenile court and an industrial
home for the wayward boys and girls
who are thrown with criminal classes
after conviction for their first step in
the downward path.
In discussing his work, he said:
"Under the old criminal code and j

boy is left loose on t1 e streets, or in
sinful surroundings until he is a full j
fledged criminal. Not until the police I
are compelled to arrest to protect per- j

booked as a criminal, -vliich forevrr
Drands him as a jail-bird. He is then
sent to the reformatory from which
he graduates to the penitentiary.

girls off the streets and out of sinful
surroundings where they will grow up

extra policemen to protect person and
property tomorrow, but it won't do
any good to grunt and growl, scold
or swear, at the rap?d increase of
stealing and suicides, mobs and mar- ,
derers; for when the State could help ;
the most helpless ana yet most hope- <
hill of all God's creatures?the child?
the value of which Jesus Christ voiced
when, taring them in His arrrs, He
said: 'Of suoh is the Kingdom of
Heaven'?you wouldn't help them
when you could. Then when you
