Chicago Way License Vice.
Chicago, October 24.?William H
Pacton, corporation counsel of Chicago,
today made public au opinion prepared
for the vice committee of the
eity council in which he outlined plans
by which the segregated vice district
may be restored under official sanction
giving immunity so far as the city is
concerned, to violators of State laws
within those districts.
In brief, the plan is that the city
pass ordinances providing penalties in
addition to the State laws forcondnct/UoftW?D*lir

the city except the spots selected for
segregation.,* The tacit understanding
is that in these districts the city has
given the exemption vice will be permitted
to flourish to a certain extent.
The opinion explains that the city is
powerless to pass ordinances sanctioning
segregated districts in conflict
with State laws, but suggests that the
State legislature may amend the statut3s
to give the city discretion to do
so, and even provide that local referendums
be taken on the qiestion.
