To the Honorable R. W. Memminger, Judge Presiding: We have considered all bills of indictment given us by the Solicitor at the present term of court and have returned tha same with our findings endorsed upon them. A commi tee of ou^ body have visited the poor house, and have investigated the management of the same. This committee report the institution well-kept, and find a good crop growing on the lands attached thereto. We regret to report that since our last presentment to the Coart in June last, Mr. S. D. Palmer, the steward at the Poor House, has died. We find abundant evidence that he was a faithful and efficient public official, and wish to record our appreciation of the acceptable services he rendered the county by the excellent manner in wl*ich ne managed this institution. Wo find the county jail and court house, and the yards and fences connected with each, in good conditionclean and well-kept. Heretofore, our foreman, L. W. Wise, James S. Boozer and Levi Poole have been selected as a committee of our body to investigate the various county offices. This committee, with our expert, J. B. Wingard, Esq., met on the 3th day of August last, and examined the books, records, vouchere, papers and bonds of the several county officers. We are pleased to report that this examination shows that these officials are efficiently discharging their several daties, The books and records are accurately made up and neatly kept. The funds in the hands of the clerk of the court, probate judge *nd sheriff, belonging to the estates in process of settlement, are kept on deposit in bank/ and the certificates famished the committee by the bank officials show sufficient funds to the credit of these officers to meet their liabilities. The disbursement of the pension fond by the clerk of the court was promptly made?receipts given and filed for the same in his office. The annual settlement required by law between the "county auditor and the treasurer shows kthat the funds and taxes charged to the treasurer in the last fiscal year have been satisfactorily and correctly accounted for. The books and vouchers in the offices of the county board of commissioners and the superintendent uf education, showing the disbursement of Uie school funds and the various expenditures made in supporting the several institutions of the county, including all the internal improve- j menfcs therein, check with the books and records found iu the treasurer's, office. We regret to note that the condition of the public reads of the county is sadly in need of repairs. The county chaingang is engaged in this important public work aud is doing valuable service upon the roads; but, with up- | - - - ? 1 ? ' ? il . ? wards or tnirteen nunareu inues iu ; roads iu the county (as we are informed) it could hardly reasonably be expected that this gang of 30 convicts would be equal to the task of improving aud keeping repaired so great a milage of public highways. We note that rrom time to time the county supervisor calls on the pullic, through his organize! channels, to contribute, according to law, to tnese much needed improvements. In some instances these duties are met; but, iu lar too many, little attention seems to be paid to them. Ail seem to join in one universal ciammor to have the roads worsed. Some seem willing to help work them, others apparently are unwilling aud seek every excuse by means of which to avoid discharging tneir duty to the public. We sorely regret tnis, and beg to remind all that it is only by means of each individual bravely meeting aud faithfully discharging his duty in this respect that toe greatly desired results may be achieved. We cail the attention of the magistrates of the oountv lo the fact that, in our upioion, too many minor casts which have not sufficient merit in them, are sent to the court of generz.1 sessions for investigation by the grand jury; aud we recommend that the magistrates make more thorough examinations of all cases brought before them, aud, unless cases are tiuly meritorious, discharge them.
