I Section 1. That wheneror an election is ordered, as now provided by law, for the formation of a now oounty, or for the alteration of the lines of any oounty, the territory embraced in the propoaed new county, or the terril wry which it is proposed to transfer from one county, shall bear all as* ' pease incident to said election. Section 2. When an eleetion is ordered as herein referred to, it shall be the duty of the proper officers to levy and colleet from the property of such territory embraced in the propoaed new county, or territory to be trana ferred to another county, a sufficient tax to pay said expense. Section 3. All Act9 or parts of Acts inconsistent with the proYisions of this Act are hereby repealed. Road Inspectors' Bill And Road Inspectors. Senator D. M. Crosson introduced and succeeded in having passed the following bill providing for road inspectors for Lexington county: Beit enacted by the General Assem bly 01 tae State of South Carolina: Section 1. Upon the recommendation of toe Senator and members of the House of Representatives of Lexington county the Governor shall appoint an inspector of roads in each township of said county, whose terms of office shall be for four years from the date of their appointment and until tneir successors have been appoint ed and qualified. Said inspectois shall meet at the office of the county supervisor as soon after their appointment a9 practicable, and shall organ izeby the election of one or their number as chairman and another as secretary. ? Section 2. Such inspectors are required to inspect and examine the public roads and highways in their respective townships at least twice every year?once in the month of May and once in the month of November?and report the true cor dition of such roads, highways, sideditones and cross drains and bridires thereof; and the failure or neglect of the road overseers or other persons required by law to perform work thereon, together with any suggestions or recommendations for tne improyemen'- or the condition of such roads and highways; such reports shall bo made in duplicate, in writing, to the county supervisor and board of commissioners of said county at a joint meeting of said inspectors called for that purpose, and one copy o: such kept on hie in their office; the other copy shall be deliyeied to the foreman of the grand jury for consideration by it, to wnich snail be attached a report of any and all failures and neglects on the part of the county supervisor or commissioners in reference to building, or repairing, or maintaining of any of the said highways, roads or bridges. It shall be the especial duty of said inspectors to examine theroaghly into the condition of the coun- '1 ty chaingang, with a view to the expense of maintaining same and the method of its general management, anu mate sucu recommendations concerning same as ttiey may deem proper in their reports provided for in this Act--. Section 3. E^.ch insoector shall be entitled to receive for such services a per diem of two dollars, for not exceeding ten dajs, curing any one year during Ins term of office. Section 1. A Southern Railway fast mail train was held up by bandits near Gainesville, Ga , at an early hour Saturday morning and the express car robbed. The engineer and fireman were covered wnh pistols, as were also the conductor and express messenger. None 01 the pa*sengers were inoLested by the robbers. ?. - Boards of Equlization. The township and town boards of assessors will meet at some convenient place in their respective towns or town ships on Tuesday, March 7th, 1911, or as soon thereaiter as practical. The county board of equalization will meet at Lexington C. H., in the County Auditor's office on Tuesday, the 28th of March, 1911, for the purpose of hearing appeals, etc. The chairman ot the town and township boards compose the county boaid of equalization. Tne first name appearing on the list below will act as chairman until the different boards are organized, and is requested to calt at the Auditor's office on Friday, the 3rd day of March, tor blanks, instructions, etc. Don't ask for retnrns to be sent by express. Court Has Adjourned. The court of common pleas adjourned yesterday afternoon, after having heard one jury trial and disposing of a number of equity cases. On Monday the case or Tom Quattlebaum, a negro, against the Western Union Telegraph Co.. a mental anguish suit for $1,500, for the alleged non-delivery of a telegram on the 1st day of July, last year, announcing the death of plaintiff's broth ?r-in-lav,r After remaining out all night the jury brought in a verdict for the plaintiff in the sum of $150. The Orpheum Theatre. The Orpheum Theatre formerly the Grand, in Columbia, is now onu of the most attractive and amusing places in that city. Theatregoers find eyery performance interesting and up to the highest art. The very best performers on the road are here and the moving pictures between the acts are fine.
