Washington, July 21.?Sergent Hess and ten artillerymen were killed today in an explosion at Fort Monroe, Va. The men were engaged in target practice when a premature explosion occurred, blowing out the gun breech. Great preparations naa neen maae for the practice and nearly all the big officers of the army went to Fort Monroe. The target shooting was in the nature of a test to determine just how far the fort could be depended on to defend Chesapeake Bay.
