The Orangeburg Snn says: A story has been going the rounds here for several day9 that the trouble at Clemson College would result more seriously than many thought. The point of the rumor is to the effect that the fertilizer tax which has been going to Clemson has been used for the purpos; es not stated in the law; that this tax j amounts to thousands of dollars, and that an effort will be made to bring a suit against the trustees of Clemson for the return of this money to the State. Such a suit, so the story goes, worlp bring about bankruptcy for the college and resuitultimately in the sale of the college property to satisfy judgment which the state would secure in the event the suit should te successful. Then the kin? move would be made? the State would buy in the property and own it absolutly. This would end the life trusteeships and do away with much of the cause for trouble a: the institution. The fertilizer tax is given toClemson for investigations, etc, and it is claimed that the money has been used to erectcollege buildings and pay the salaries of professors?uses not intended by the law. Postmaster Leaphart has received a letter from the postoffice department at Washington, of general interest to people living on rural mail routes. It is as follows: "In order to expedite the delivery, collection, and dispatch of rural mail, enable rural carriers to cover their routes with ceierity, and give the earliest possible service to patrons residing on the far ends of routes, the department will insist that all rural mail boxes be so located as to be served with the greatest expedition. You are, therefore, directed to require each rural carrier at your office to submit to you without delay, for transmission to the department, the . names of all patrons whose boxes cannot be served without leaving the Aod (4iamnnnHnn nwoi'nrp in &VWU| UADUiVVlMVlU^t UlATlll^ A LA VAtJlx ^ ditches or on steep inclines, or on or across railway tracks, involving danger, or the approaches to whose box- j es are obstructed. It is not required I that boxes Bhall be erected beside the * heel tracks, nor on any particular corner of the cross-roads, but they muat be erected within the confines of the road, and accessible on any corner. "It is not desirable that boxes be attached to telegraph, telephone, or electric light poles, or to fences or buildings, but boxes should be securely fastened to neat and strong posts firmly set at the side of the roads, at a sufficient height to be served by carriers without rising from their seats or reaching through wheel 9rokes. "After boxes have boen properly relocated, and it is practicable to cur tail carriers' schedules, postmasters willadyise this office, so that changes in schedules may be considered. "When roads are in bad condition, postmasters are directed to make report thereof to the department, and to the proper local road officials and co-operate with them and patrons to the fullest extent, consistent with position and duty, to secure the improvement of the roads. The manifestation of interest and properly directed efforts by postmasters in the good roads questions will in many instances be productive of excellent re suits. Respectfully, "P. V. Murphy, was notified this morning that a report stated that Lawson Coehrun had killed his father-in-law, James Timms, at Golden Springs, and was en route to the city to aurrenddr.
