To the Editor of The Dispatch: I stated in the shor; article to "The State" that I did not want to get into a controversy, but it is human nature for a man to want to uphold his end and to strike back when assailed. I did not say how, or by whom, the roads around Lexington were being improved, as I had net sought the information, but judged from "The State's" correspondent writing from Lexington that the most of it was bein fr done bv the county. I do know o / . from my personal observance that when the road from Lexington leading to Loriok's Ferry \va9 clayed some years ago it was done by the county. Will Anti-Annexationist assert that the county did not have the chair.gang at work on the roads improved, and that the most of the work was done by the chaingang at the expense to the county. It is a very good thing to have a will and moie convenient to have a way when that way 19 a way of a supervisor hunting votes on the s<~?utk side of the river with the chaingang, as wa9 heard all over the county last summer in the campaign, and did more to defeat the then present supervisor than anything else on our side of the river. It does not matter, Mr. Editor, what the shape of the dog or the condition of that caudal appendage, the tail, who have been wagged by Lexington county until4 nearly worn to a frazzle, we do not see that our condition can be made much worse by having more dog to wag us. Thi9 we do know that there will be some advantages coming from the larger body that will have to support U9 than from the small ones that has supported us in the past. We will have just as much voice in deciding political affairs in Richland county as we have in Lexington, as Lexington county has nearly four fchnnannd voters in the rvrimarv elec VtAV/MVM.tV. * I / tions more I think than Richland county. I do not have the figures at hand, but I do not think they polled over four thousand votes in the last primary. We will have the same proportionate right in the distribution of revenues arising from an assessed property valuation in Rich1 ind county of million dollars as we haye now from Lexington with her millions of assessed vali ation even if we have to pay a little more tax because our assessed valuation is laised the levy will be lower, so in the end the increased amount cf t .xes will not be enough to be felt by any. Oar largest tax at present, our railroad tax, will not be increased, for if the assessment is raised the le/y will be lowered, as I understand that we haya to raise so much per year for interest and so much to relieve the bonds, a fixed amoun\ Now, in regard to the indebtedness of the two counties, we find Richland with about two thousand dollars indebtedness, as per supervisors sworn statement of three weeks ago. Lex ington oounty, with an eighteen thousand dollar contract on her hands with ten thousand five hundred or less to pay it, and no provision made for the difference. Unless there is friud proven in the 6teel bridge contract Lexington county or some one will have to pay that contract, or pay I awyers .o fight it, at least, and as j o lr grand jury passed over this matter at its last meeting, it seemed that they thought the contract was all right and it will have to bo paid. Mr. Editor, sentiment is a very nice thing in its place, but in this matter with us, as we see it, it is a plain business proposition and as such we have | trie i to discuss it and not veil the i?- ' sues at staki as "Anti-Anne^ationist" has done when he got off, "The Datch Fork of Lexington has an indi- t viduality of its o.vr, but this same territory as part of Richland would mean nothing, or worse. Just one more thought and I have finished and that is in regard to the people of Richland not caring for the Fork to annex to Richland. I have talked with a good many business men of Columbia about the matter and have yet to find a man who is not anxious for us to come, and have told me to call on them if any financial aid was needed for us to eet FAIR PLAY. Edgefield, March 25.?Special: Aftcr a trial consuming thirteen days the case of J. T. Patterson against the Farmers' Bank, of Edgefield, was ended this afternoon by the jury returning a verdict for the defendant, thereby completely exonorating Mr Harling, the defendant's cashier, of the charge made by the plaintiff that he had defrauded him of $3,200, for which sum the suit was brought. It was the longest and most sensational case ever tried here and was heard throughout by a packed Court House, the audience being largely composed of ladies. There is general relief that the end has been reached. At the end of the trial a photograph of the jury was taken, the presiding Judge at their request composing one of the gioup.
