Galloway, the able and brilliant new9 editor of the Columbia State, on "How to Prepare Copy," before the press associa tion last week, was one of the finest and most thorough presentations of this important subject we have ever read. But how could it be otherwise when it came from Charlie Galloway? ? Our readers will have to bear with us a few weeks longer. Our space is crowded to the limit and it is impossible for us to handle the news as we would like. But a little later, however, when business opens up, we will issue a twelve page paper, and will be in position to take care of all our correspondents and give the cream of all the happenings of the world. * The city of Columbia has a new town clock, which is one of the latest and most up-to-date time-keepers manufactured by the well known clock makers, E. Howard & Co., of New York. The new clock is filling a long-felt ^ant, for the old one had been very unreliable for a long time. Mr. J. To the Editor of The Dispatch: Too much rain for cotton, while corn is growing nicely. Little Miss Ina Werts, of Leesville, is spending a while with her grandparents, Mr. and Mrs. A. L. Eargle. Miss Jesse Oxner and sister, Mrs4 Lloyd, of Brookland, are visiting their uncle, Mr. J. L. B. Oxner. Mr. H. F. Bawl and family, formally of Jacksonville, Fla., are visiting relatives in this section. Miss Blanche Shealy went to Saluda Friday to stand the examination for a schol?J*ship at Winthrop. Prof. John ?W. Ballentine has accepted the principalship of the school at North. At a patron's meeting of the Delmar school held on Saturday evening, June 27th, Prof. W. E. Monts was reelected principal and Miss Louise Cromer, of Clinton, assistant for the next term. The Joint Council of the Union pastorate will meet at Union church on flo+nwlar hefore the third Sund&v in July at 10 a. m. The many relatives and friends of Mrs. D. A. Negroes Carried to Fairfield. The three negroes, who entered the store of John McMeekins, at Wallaceville, a few weeks ago and who was * later captured by Sheriff Corley and lodged in the Lexington jail, have been transferred to the Fairfield jail, Sheriff Hood of that county having come over for them on Saturday. The democratic executive committee met in the court house here on Monday. Every precinct in the county was represented, except Nates' School House. The assessment of candidates for the various offices was fixed as follows: Senate, $15; House, $8; Supervisor, $12; Treasurer, $15; Auditor, $15 ^Superintendent of Education, $15; Clerk of Court, $30; Sheriff, $20; County Commissioner, $2; Coroner, $4; Magistrate, $5. It was agreed, after much discussion, that the magistrates be' elected in the primary. It was also decided that the names of candidates appear alphabetically on the primary tickets. I. " Candidates must file a statement with the clerk of court in accordance with the provisions of the following act: Section 1. Be it enacted by the General Assembly of South Carolina : At or before every political primary election held by any political party, organization or association, for the purpose of choosing candidates for office, or the election of delegates, in this State, anv Derson who shall, bv threats or any other form of intimidation, or by the payment, delivery or promise of money, or other articles of value, procure or offer, promise or endeavor to procure, another, to vote for or against any particular candidate in such election, or who shall, forsuch consideration, offer to so vote, shall be guilty of a misdemeanor. Sec. 2. Every candidate offering for election, under the provisions of Section 1, shall make the following pledge and file the same with the Clerk of the Court of Common Pleas for the County in which he is a candidate, unless he should be a candidate in more than one County, in which case he shall file same with the Secretary of State, before he shall enter upon his campaign, to wit: I, the undersigned, of the County of and State of South Carolina, candidate for the office of hereby pledge that I will not give nor spend money, or use intoxicating liquors for the purpose of obtaining or influencing vote3, and that I shall, at the conclusion of the campaign and before the primary election, render to the Clerk of Court or (Secretary of State as hereinbefore provided) under oath, an itemized statement of all moneys spent or provided by me during the campaign for campaign purposes up to that time, and I further pledge that I will, immediately after the pri mary election or elections that I am a candidate in, render an itemized statement, under oath, showing all further moneys spent or provided by me in said election: Provided, That a failure to comply with this provision shall1 render such election null and void, in so far as the candidate who fails to file the statement herein required, but shall not affect the validity of the election of any candidate complying with this Section: And provided further, That such itemized statement and pledge shall be open to public inspection at all times. Sec. 3. That any violation of the provisions of this Act shall be a misdemeanor; and any person, upon conviction thereof, shall be fined not le98 than flOO nor more than $500, or be imprisoned at hard labor for not less than one month nor more than six months, or both fine and imprisonment, in the discretion of the Court.
