Caughman of the railroad ^ ! commission today announced that he j, would be a candidate for reelection. \ In (making this announcement Mr. t i Cautrhman stated r ? "I wish to inform my - friends ? throughout the State that I shall ? again ask for election to the office I ^ now hold, and I will appreciate very > much their support in my*race. "I shall base.my claims for reelection on the ground that I have given , the people of South Carolina faithful and conscientious service in the position of railroad commissioner. The experience I now have makes me well qualified for performing the duties of the office. "I do not fear defeat because of the fact that I am requesting a second term. I believe the voters of South Carolina will endorse my candidacy when they are fully informed of the many good things accomplished by the commission since I have been a member of it. I do not claiAi all the credit' of these things, for the gentlemen associated with me have borne their share of the burdens; still I am proud of my record in-the office, and believe that I shall receive as my reward therefor a reelection at the hands of the Democrats of South Carolina.'' William and Earle Payne, father ( and son, respectively, are lodged in \ the county jail at Greenville, both charged with capital offences, of a : different nature. The elder Payne, who is sixty years of age, is charged with arson, and the younger one is charged with having ravished a young negro girl. Earle Payne, the young * man, was arrested on a warrant sworn out by the girl's parents, and while the latter was in this city 'it is claimed that the elder Payne burned their house. The evidence against both of them is said to be strong. The Paynes are white people, and heretofore have borne good reputations. Both of the crimes were, it is alleged, committed about four miles c from the city. Section Master Kirkland, of the Seaboard Air Line at Davis, Fla., was shot and killed by a negro who had attempted to wreck the Seaboard's Southern flyer. The negro had been searched and one pistol taken from his person. The negro asked to be j allowed to get a drink of water and j Mr. Kirkland accompanied him to a pump.
