1 Thursday we took a day. off to at- "
tend the Tri-Counfcy Fair at Batesborg.
On our arrival we were in the hands
of our friend Col. John Bell Towill,
whom we accompanied to his neat
and comfortable home, where we'
were again met by his very pleasant
^. and amiable wife and made to feel as
if we were truly in our own home by
Mrs. Towill; who is a highly cultured
and refined lady. Adjutant and In?
spec tor General Boyd was also a T
guest of Col. Towill, whom we were I
pleased to have met and enjoy his
jovial and pleasant company. After fi
a delightful breakfast we strolled
down town, among the live and clever
businessmen, mixing business with

! Later we took in the Fair and most If
say, were agreeably surprised to find
the grounds with ample buildings, u
stalls, sheds, Ac., for a first class
Fair, all new and conveniently ar- n
ranged. The exhibits of stock were
fine, but the other exhibits'did hot _
seem to have received the attention . 7
that they should have had by the people,
who might have displayed more
pride in this (their) enterprise.
Though what was On show was good, j?
and we must say, all and all, consid/?
ering time, &c., the officials certainly
deserve credit and it is honestly hoped
that the citizens of the Tri-Counties
will hereafter take more interest
in the exhibits of their products, etc.
Though wo are told Lexington did
her share at this Fair. Let Aiken and
Saluda show up.
The attendance was all that could
have been expected on Wednesday a
and Thursday> and the receipts were .

We letft delighted with our visit, if
having-mingled with these good people
and were made to feel good our- 1<
selves.
There are about 70G convicts in the *
State penitentiary including 80 in the
juvenile reformatory in this county.
- About one third of the prisoners are I
need on the farms, the remainder in I
the hosery mills or as helpers at the I
prison. ^BSSt?

but out of its income there have been =
erected new administration and prison buildings
costing $38,000. . I
There has also been built a modern B
tuberculosis hospital costing $15,000 I
and there baa been an expenditure of
$87,0001 in improving the old farms and
; purchasing new farming lands for the
penitentiary. In addition to these
amounts there has been paid into the
State treasury a surplus of $70,000.

son college with about 33 convicts per j
year and feeds and clothes these and 1
the convicts are sometimes loaned to I
institutions by act of legislature for I
other special purposes. I

Oct. 14 says: "Some people say pro- fl
hibition won't prohibit. No; it won't
wholly. Nor does the law against
murder or theft. So the same objection
that is ur$ed against the one may
be urged against the other; but it
would be a crime against society to
repeal the laws against murder and
theft because they don't wnoiiy prohibit."

As we go to press there is certainly ]"
a good jolly crowd of persons on the ]]
Fair grounds. The exhibits in the ^
various departments are full and per- \
haps larger than ever before. There
are abont two thousand enteries, and
indications ;are that the attendance Q
will far exceed in number any hereto- v
fore on the grounds. Visitors are C
here from all parts of the county ahd
many of Columbia's prominent men
and ladies are added to the merry
crowd. Shows and other amusements
with music by the Irene Brass Band r
(with the fine exhibits make every- v
x * thing pleasing to the visitors and the f
management of the fair. vv".

Everything points to a live time in (
Columbia next week during the State
Fair. We look to see a larger crowd
than ever attended a Fair there. The -r
circus on Saturday will hold the crowd 1
until that date. The street shows and
music at night and other amusements .

may be lucky enough to attend. The I
horse and automobile races and midway
shows on the Fair grounds will
enthuse certain individuals while the |
large exhibits in all departments will 1
please everyone, and the meeting of
friends from all sections of the State
will be enjoyed beyond expression.
What about freeing Congaree and
Broad river bridges? The Columbia
dailies and the Dispatch have certainly
made it apparent why these i
bridges should be free, and at one I
/ time we thought that proper steps I
would be taken to work out the I
scheme successfully^ and now, while I
