WOULD ABOLISH
THE STATE FARM.
Text of Resolution Introduced at Good
Roads Convention?Gov. Ansel Delivers
Address.
Spartanburg, Aug. 7.?The seventh
annual convention of the South Carolina
Good Roads association convened
in the court house this morning at 11
o'clock with President F. H. Hyatt ir
the chair. Rev. W. A. Massabeat
opened the meeting with prayer. Gov.
Ansel appeared on the scene just a*
the preacher said, "Amen." Mr,
Hyatt introduced Gov. Ansel, whc
then made the opening address hefore
the convention.

finished his address, which was i
strong plea for good roads, Hon. J
Wright Nash was introduced and h<
spoke to some length on the bond is
sue and gave some practical figures
that threw a deal of light on the elec
tion which will come off the 20th o:

Mr. Hyatt, president of the Gooc

speech as to the purpose and told the
supervisors that a great responsibility
rested on them, as they held the purse
strings of the county and had more tc
do with the upbuilding of it than any
other citizens.
The morning session adjourned a1
1:30 o'clock for dinner. After dinnei
Mr. Hyatt and Mr. Smith went to the
big gathering of colored farmers neai
Glendale and when Richard Carrol]
had finished his famous address, these
gentlemen made rousing good talks
that brought lusty cheers from the
hundreds of negroes gathered around
the speakers' stand.
The county supervisors and others
in attendance upon the convention
spent the afternoon in watching the
practical road work by Col. W. A.
Neal, who had a traction engine and
several scrapers out on the old Pacolet
road just below Jeff Dilliard's place.
Col. Neal did about one mile of good
road work in two hours and a half.
The convention held a very interesting
session at the court house tonight,
where many matters of importance
were discussed. An election ol
officers was entered into with the following
results: F. H. Hyatt was reelected
president and F. C. Black
secretary. Mr. Black was formerly
county engineer for Spartanburg during
1897-98, but at present his home ia
in Columbia.
J. B. McBryde moved that it was
the sense of the body to ask the legislature
to make the term of office ol
the county supervisors throughout the
State four years instead of two. After
.considerable discussion, the motion
was passed, and President Hyatt appointed
J. G. Bates, J. B. McBryde
and G. H. Nichols as a committee on
legislature, to take this matter along
with others before that body.
Mr. G. N. Nichols, supervisor of
Abbeville county, moved that the
legislature be memoralized to abolish
the State farm and hire all able-bodied
convicts to the different counties at a
nominal sum, say from $5 to $10 per
month, to work on the roads of the
counties. Mr. Singletary amended
the motion as follows: "That all
persons convicted after the enactment
of this law except those sentenced to
life imprisonment, be sentenced to
work in the counties where they are
convicted."
Mr. McKinnon moved that it was
the sense of the body assembled to
ask the legislature to levy a tax of
one mill for road improvement in such
counties as have no such levy.
H. B. Humbert, supervisor of Laurens,
offered the following resolution,
which was adapted:
"Resolved, That members of this
association be required to confine
themselves to the discussion of questions
pertaining to roads and road
work, and that no member be permitted
to speak more than twice, and
not longer than 10 minutes the first
time and five minutes the second time
on any question, except by special
permission."

whiskey and barrooms twenty-five
years ago. They now believe in stopping
the traffic entirely. It is probable
that the General Assembly of this
State will pass a prohibition law at
its next session. The people are
ready for it. The following is the way

ing States:
Georgia.?Absolute prohibition after
January 1, 1908.
1 South Carolina?Dispensary and local
option, with strong prohibition
^ sentiment, and possible passage next

in the legislature, with very

It is high time for the newspapers
to 8top giving free advertising to politicians,
especially the class who appeal
to the prejudices of the ignorant
by refering to newspapers as "dirty
newspapers." Senators Tillman and
Latimer have gotten more free advertising
from the newspapers than any
1 other men in the State, and both of
them whenever a pewspaper happens
to differ from them at any time, make
it a point to not only speak disparagingly
of that newspaper, but they try
to teach the ignorant that newspapers
are the enemies of mankind, but the
nervy part of the business is that
after trying to poison the' 'graynecks"
against newspapers, they have the
unadulterated gall to send a mass of
bushwa to the abused newspapers for
publication free of charge. This newspaper
has made up its mind to cut
out free advertising for politicians, if
they think the space in our paper is a
good advertising medium to advance
their political interests, they can accompany
their matter they wish pub'
lished with the material that even
makes newspaper men respectable.

CAUSE OF ASSAULTS.
Nude Pictures of Women Exposed to
View in Liquor Saloons Appeals
to Passion of Black Brutes.
Lincoln, Neb.?Suggestive pictures
on the walls of the southern saloons
are the main cause of fearful assaults
made upon southern women by negroes,
according to Mrs. Nannie Curtis,
of Texas, national organizer of
the Women's Christian Temperance
Union. In a public address at the
Epworth assembly, Lincoln, Neb.,
last week she said:
"The saloons have robbed us white
women of our clothes aDd have hung
us up on the walls of saloons to inflame
the passions of drunken black
brutes."

New York, Aug. 8.?Losing his temper
because his efforts as a peacemaker
did not succeed, Edward Mulvaney,
a young man, knocked down
and killed his prospective father-inlaw,
Robert Sealander, a contractor,
on Pacific street, Brooklyn, today.
The killing was the outcome of a
quarrel between Sealander and his
son. Mulvaney, who was calling on
Miss Sealander, feared that the disl
putants would harm each other, and
| intervened. His plea for peace was
not hearu and the contractor turned
upon him. Argument developed and
Mulvaney and Sealander adjourned
to the street to settle their quarrel.
Mulvaney struck Sealander a poweri
ful blow on the head, knocking him
down. The contractor died shortly
afterward. Mulvaney was taken into
custody.

Dalton, Ga., Aug. 8.?-Four persons
are dead and?,three seriously injured
as the result of a head on collision between
a southbound local freight and
an extra freight train on the Western
and Atlantic railroad, one mile
north of this place at five o'clock this
afternoon.
Fireman Suddeth, of the extra train,
who escaped by jumping, said that
the collision was caused by the failure
of his train's crew to read their orders.
