Congressman Lever has received the following letter from the Fourth Assistant Postmaster General relative to some changes in the rural deliveryservice in this county: Honorable A. F. Lever, Peak, South Carolina. Sir: The receipt is acknowledged of your letter of the 25th ultimo, enclosing a communication from Mr. J. W. Crout of Gilbert, South Carolina, expressing his views in regard to the rural delivery service from that office and from Delmar, South Carolina. After July 1st, the new ten-hour law affecting the cotton mills throughout the State, which was passed at I T 1 _ J_ the last session or we legislature, goes into partial effect. All of the cotton mills of the State will have to rearrange the schedule so as to meet the requirements of the new law. Under the new arrangements the mills will operate on a 62-hour basis schedule until the first of January when the 60-hour schedule will become effective. There is a clause in the bill which provides that in case of loss of time from accident or other unavoidable delay the time may be made up to the extent of 60 hours during the course of a year. It is understood that the management of all the cotton mills in the State will be ready to meet the requirements of the law.| While the change in the schedule may operate against them on account of sharp competition and the scarcity of help, the law will be obeyed both in spirit and to the letter.
