The Senate today passed the resolution
introduced by Senator Blease,
of Newberry, yesterday, commending
President Roosevelt and General
Garlington for their action in discharging
the negro troops at Brownsville.
Some of the senators opposed
the resolution on the around of its
questionable propriety. Bnt the
resolution was finally adopted by a
vote of 21 to 16. New bills introduced
in the Senate that are of interest to
the general public are as follows:
Senator Raysor?Compulsory education
12 weeks in a year.
Senator Toole?Railway rate reduction
from three' to two and one-half
cents.
Senator Graydon?Allowing action
against counties and municipalities to
be brought outside the counties and
cities concerned.
Senator Toole?The '1 ten hour'' bill.
Senator Carlisle?Relating to surety
bonds.
Senator. Carlisle?Making railway
employes* hours of labor not more
than 12 at one time. #
Senator Crouch?Repealing the lien

In the House.
The House only held a short session
today, and nothing of great import}
ance was done. The following bills
of interest to the public were, introduced:
Mr. Anil?To regulate actions 'o:
libel and slander.
Messrs, Gyles and Wade?To prohibit
contracts and agreements for
sale and future delivery of cotton, 1
J grain and other provisions.
Mr. Ric-hards?To repeal the lien j
law.
Mr. Richards?To provide for the
erection of a practice school at Winthrop.
Mr. Gyles?To amend section 2165
reducing railroad fare from 3 to 2)4
cents per mile.
Mr. Gyles?To declare the law in
regard to claim and delivery.
Mr. J. E. Smith?Prohibiting dealing
in futures on margins.
Mr. Wade?To require street car
railroads to furnish separate coaches
for the races.
Mr. Croft?To limit the hours of
. labor in cotton mills to 10 hours a day.
The? bill relating to limitation of the j
hours of labor in the cotton mills has
been introduced in both houses of the
i assembly and a warm fight is expected
on debate. It reduces the number
of hours from 11 to 10 per day and
was defeated two years ago.
Thursday, Jan. 10th.?Senate.
There was little of interest done in
the Senate to-day. The only thing
of importance, was the concurrent
resolution presented by Senator Car- !
lisle, of Spartanburg, providing that
the South Carolina delegation in Con- j
gress take steps toward having a law |
passed prohibiting the shipment of
whiskey in prohibition states and in
states prohibiting the sale of whiskey
by private individuals, and to prohibit
the Federal licence in all states
where private individuals are not allowed
to sell whiskey.
The new bills follow:
Senator Crouch introduced an important
bill to amend the law as to
gambling so that the term of imprisonment
may not be less than 60 days.
Some magistrates inflict a . punishment
of a merely nominal length of
imprisonment.
Mr. Sinkler introduced a bill to
make the term of office of county superintendent
of education and county
Supervisor four years.
By Mr. Earle?To compel solicitors
and stenographers to operate the engrossing
department and to engross
bills in typewritten form on fools-cap
sheets.

Senator Carlisle introduced a bill,
on behalf of the State board of health,
to provide for a State health officer.

The House to-day rejected the Senate's
resolution commending the action
of President Roosevelt and Gen.
G&rlington in the Brownsville affair,
declaring that, while they might
agree with the President, they did
not believe in resolutions. The

Mr. Hall?A bill against gambling
and playing at certain games, and to
give the magistrate jurisdiction and
the sheriff power to arrest without
warrant on Sunday.
Mr. Dixon?A bill to require the
boards of .county commissioners to
make full records of funds and expenditures;
to report the same to tjje
courts, together with indebtedness; if
any, and to require the grand jury to
examine same and report to the
courts their conclusions thereon.
Mr. Gyles?A bill to prevent unreasonable
delays in the shipment and
delivery of freight and baggage by
common carriers, and to define the
nature, kind and amount of damages
to be recovered against said common
carriers for unreasonable delays in
the shipment and delivery of freight
and baggage.
Mr. Croft?A bill to apply a part of
the dispensary profits of the towns
and cities in the county of Aiken to
the county general road fund.
Mr. Croft?A bill to limit the speed
of trains and locomotive engines in
towns and cities.
Mr. McMaster?A bill to regulate
the sale of cocaine.
Mr. D. L. Smith?A joint resolution
to extend the time for payment of
taxes without penalty.
Mr. Dixon?A bill to provide the
e&pioyment of children under 12
years of age in factories and other
manufacturing establishments, and to
regulate the employment of children
above said age in same.
Mr. Frost?A joint resolution to
provide for the appointment of a committee
to investigata the railroads of
the State and to make an appropriation
therefor.

tered through the trails of the county (
jail at Charles City, Iowa, with rail- ]
road irons, and tore hinges from the :
doors and took James Cullen out and (
lynched him for wife murder and the ]
murder of his stepson yesterday morn- <
ing. Cullen, who is 60 years old, was 1
weak minded for many years.
After dragging Cullen from the jail, 1
the mob took him two blocks from
the main part of the town, where it 1
halted, and gave the prisoner an op- <
portunity to pray. They then hang- 1
ed him to the bridge over Cedar river, j

oath of Governor, and delivered his
inaugural address, which closed with
a prayer. It was the first time in the
history of the State of an inaugural in ]

C. Wapp, supposed to be insane, to- 1
day killed Mrs. Frederick A. Freund,
his mother-in-law, by cutting off her
head with a razor. The body was i
not found until Wapp volunteered to 1
look for the missing woman with one
of her sons. He confessed the crime
to the police, saying his mother-inlaw
talked too much. He was recent- ,
ly released from an insane asylum.

Siz Hundred Thousand Drinks
The statement is made that during
the month of December 10,000 gallons
of whiskey were shipped to the dry
town of Spartanburg. Two dollars a
gallon is not an unreasonable estimate
of the cost of the whiskey. In each
gallon there was an average of 60
drinks or 600,600 drinks in all.
Spartanburg is a city of colleges,
churches, Sunday schools, prohibitionists,
temperance Organizations,

Washington, Jan. 9.?The census
bureau today issued a report on cotton,
ginning, showing that up to Jan. 1
there were 28,399 active ginneries in
operation and that 11,750,944 bales
were ginned, compared with 9,722,426
bales for 1905. Round bales were
counted as half bales.

on Saturday on an indictment charging
him with having four wives: 1
Henry W. G. Kennedy, a mail carrier,
was convicted in the United
States court in Charleston on Tuesday
of opening letters and sentenced to
two years in the federal prison at
Atlanta.

Governor Heyward, in his annual
message to the legislature, recommends
an appropriation of 85,000 for
the purpose of entertaining the Confederate
soldiers at their annual reunions.
This is indeed little enough, *

no more.

were tried today in the general sessions
court upon a charge of working
on Sunday. A test case was made in
the instance of hlr. Nash and upon
