The Lexington Dispatch.
Wednesday, December 12,1906.
U. S. Senators not Liable.
The question as to the liability of a
United States congressman to pay income
tax under the laws of the State
of South Carolina has been brought
up again by Comptroller General
Jones. The case came up from Anderson
county on a return sent in by
the auditor of that county from United
States Senator Latimer.
The return stated that after a conAX
^Tillm on tttV* a
VeX'SitLUJii WlUJLl ocuauui Xiiiuiai], nuu
had consulted an attorney, it was
held that a congressman was an employe
of the United States government
and therefore not liable for the
tax.
This is borne out in an opinion from
the attorney general's office and while
the comptroller general does not
think that the ruling would stand the
test of the courts, he will simply call
the attention of the legislature to the
point.
The only return received recently
in the income tax matter is from Charleston.
This shows a total of $5,429.56
but the return does not contain a list
of names. The comptroller general
will request an itemized list of returns.?The

which followed. A fourth has sinc?

persons were seriously in j urea.
Among the latter were members of !
the Drury Opera company of New

Bawliags and Moors Sis On
Sams Scaffold.
Valdosta, Ga., Dec. 4.?J. G. Rawlings
went to the scaffold to-day declaring
the innocence of hi9 three
sons?-Milton, Jesse and Leonard?for
the murder of the Carter children hi
July 1905. With him, the negro, Alf
Moore, whose confession furnished
the convicting testimony, was hanged
on the same scaffold, and in twelve
minutes they were pronounced dead.
It was thought that Moore would
make a tinal confession exonerating
the boys, but he did not do it, ana
unless the pardon board interferes,
Milton and Jesse will be hanged at a
later date.

Rural mail carriers are of few days,
and full of trouble, He goeth forth
in the morning, full of joy and singing
; he returneth at evening, filled
with trouble and with an empty stomach.
When the mail train is late he
standeth at the postoffice and yearneth
for its ^rrjval; pvhen it cometh,
he jumpeth up and down and cracketh
his heels together with joy. He
rusheth to his desk and worketh in
?reat haste to route his day's deliveries,
and goeth forth to serve his
route ninety minutes late. In his
haste he misplaced a piece of mail for
one patron, and that chump setteth
up a howl that could be heard from
the rising of the sun even unto the
going down thereof. He returneth
too late for the evening train, and
the postmaster chastizeth him accordingly.
Again, he goeth forth in the
blizzard and wandereth aimlessly
about in the storm, and suffereth
much with cold fingers while gathering
pennies from the mail boxes by
the wayside. The storm increaseth
in its fury, and it becometh impossible
to serve his entire route, and he
returneth to the office after many trials
and much suffering:, and Uncle
Samuel payeth him half rates for his I
labor. Selah. I
His buggy waxeth old after long
travels, and the cover thereof no longer
turneth the rain, because of much
wear. His patron in fair weather envieth
him his job; in cold and stormy
days he withcldeth his sympathies
because of the much wages the carrier
receives for his hire. At the end
of the month his creditor pursueth
him with his hands held out. When
each creditor presenteth his bill, and
he footeth them all up and compareth
them to his salary and the smallness
thereof,, he kicketh himself and compareth
himself to an ass. Yea, verily.?W.

here that on Saturday evening
after night Mr. George Dominick of
this county, returning home from
Batesburg, was met bv a nen-"> in
the road who, after passing, sneaked p
behind and dealt him a severe bio won
the back of the head with some blunt
instrument. Mr. Dominick was for a
moment stunned and. called for help,
was answered by some of his friends
nearby, who coming up caused the
negro to dart into the woods.
Robbery was evidently the negro's
purpose, It is not known whether
there is any clue to the guilty party
or not.
