The Charleston Post says: *4So the administration has finally and definitely determined to bnild the Panama canal by contract. This seems much like a retreat from the brave position originally assumed by Mr. Roosevelt. The President seized hold of the canal proposition with his usual enthusiasm, after ;-c- * J he had kidnapped^ the republic of Panama, and was for "making the dirt fly" immediately. The whole work of construction is to be let out to priva. 9 parties, by contract, and the government will merely stand by and see that the thing is done properly. Pinkkan's Advlce-A Warn NEGRO LAWYER GETS LIMIT OF TEE LAW Savannah City Judge Regretted ThatHe Couldn't Give South Carolina Negro Life Term. Savannah, Ga., Oct. 16.?E. Ezekiel, a negro lawyer from -Bloffton, S. C., who was tried in the city court yesterday by a jury for adultery and "fornication, was sentenced today by Judge Norwood upon the return of a verdict of guilty. Judge Norwood sentenced the defendant to pay a fine of $1,000 and costs and to serve 12 months in jail and to work six months on the chaingang. This is the longest sentence ever imposed in the city court, it* being the limit allowed by law in that court. Before the sentence was passed H. A. McBeth, attorney for the defense, asked the court to be lenient. Judge Norwood said that he would give the defendant the limit, and expressed his regret that the statute did not permit him to send the defendant tothepeni tentiary for life. Grace Smith, a white woman, who is a co-defendant, will be tried on a like charge in a few days.?The State. Roanoke, Va., Oct. 16.?After eluding hi9 pursuers five days John Hardy, the negro who killed Policeman R. M. Beard during a raid on a negro diye last Thursday night, was captured today 10 miles from Roanoke. Hardy went to the home of Preston Shillings, a farmer, and asked to be allowed to rest, saying he was ill. He was recognized by Shilling, who gave him a bed. Later three farmers entered the rooR and jumped on Hardy. The negro, in an attempt to use a revolver which he had under the bed covers discharged the weapon, the ball passing through hi9 own head, inflicting a dangerous wound.
