House Will Have a Clear Working Ma jority; So Will the Senate?Governor and Attorney General Make No Difference. Senator Tillman was in the citytoday, being en route to Charlotte, where he is to deliver a Chautauqua address tonight. He returned from his western lecturing tour last Sunday. The senator was seen by a Record reporter and was asked what he thought of the election. He expressed himself as being satisfied, indeed well pleased. He said ihat he could not count where the anti-dispensaryites had elected more than fifty members. He gave the following list: Aiken 2, Barnwell 2, Oconee 2, Greenville 5, Spartanburg 6, Cherokee 2, York 1, Chester 2, Lancaster 1, Darlington 2, Charleston 9, Williamsburg 3, Newberry 2, Greenwood 2, Edgefield 2. He went on to say that he was nnrnra tViof titoo nft maqna nnm. avvai^ uiiav uao uji iav wha plete, but he would give the antis more and say* that the pro-dispensary members had only ten or fifteen majority out of the 126. These, with a fair, square majority" in the senate, which is the fact, assures the continuance of the state dispensary system. He declared that the pro-clispensary majority would pass a strong antigraft bill and then it would be up to Ansel to enforce the law, and he added with a merry twinkle in his eye he would see how many grafters Lyon was going to land in jail. The senator does not appear in the least bit despondent either of the dispensary" outlook or over the fact that he was 4'scratched" about which so much hurrah has been made. In fact it could be seen that he was especially gratified that 4,000 less had "scratched" him than had formerly. As to the dispensary he said governors and attorney generals do not make the laws, but the legislature doe 3. Ninety thousand people had declared in favor of the dispensary.? The American Troops Ordered Sack to Skip. Washington, Sept. 13.?Late tonight it was officially announced here the sailors who were landed at Habana from the American cruiser Denver have been ordered to immediately return to their vessel, leaving on shore a small guard for the American legation. This action followed the receipt of an official report by Acting Secretary of State Bacon from Mr. Sleeper, the American charge d'affaires at Habana, regarding the landing 01 tne men. The report was not made public, but it was announced officially shortly afterwards that the sailors were landed from the Denver solely for the protection of the lives and property of American citizens; that such action was in pursuance of a discussion between Mr. Sleeper, the charge, and the naval commander, with the belief that it was a wise precaution looking to the protection of the lives and property of Americans. There was no intention, it is stated, to do otherwise than safeguard American interests. That the landing in any way contemplated the protection of either the Cuban government or the insurrectionary government, was disclaimed officially and it was pointed out that this fact could not be emphasized too strongly.
