Catting Out Bural Routes.
It is pretty certain that Rural Free
Delivery routes which fall below a
| reasonable patronage are going to be
! discontinued in the verv near future.
j The Courier observes in the Con|
^
gressional Record that on April 11th
Congressman Asbury F. Lever, of
South Carolina, delivered a lentby
speech in the house in opposition to
catting out rural free delivery routes,
because they were not patronized up
to a reasonable Btandprd. We quote
from his speech this lengthy paragraph:
"Mr. Chairman, this letter of the
fourth assistant postmaster general
shows another thing to which I wish
to call the attention of the house. In
writing General De Graw, I aeked
him to furnish me the names of the
states in which there seemed to be
the least appreciation of rural service
as shown by the amount of patronage.
I confess that I was not
surprised, for I suspected that the

assistant's letter was perhaps the
reason for the rule, when I found'
him writiog that "the states included
among those handling less than 3,000
pieces of mail per route per month
are Indian Territory, Kentucky,
Florida, Tennessee, Louisiana, South
Carolina, Oklahoma, Texas, District
of Columbia, Georgia, Arkansas, Virginia,
Alabama, North Carolina, Mississippi."
Thus we see that the
solid Democratic South falls within
this arbitrary and suspicious rule of
the department. Not a single state
among those mentioned in this letter
is above the historic line of Mason
and Dixon, and I feel that I am justified
in the suspicion that this' new
Vegulation was adopted for the purpose
of perpetuating the policy of
discrimination against the South,
which has been pursued by the de
partment since the beginning of this
service. I am not building straw
men for the purpose of knocking
them down, bnt the records of the
department will bear me out in the
statement that this service has been
administered in a sectional and partisan
manner. And let me say in this
connection, Mr. Chairman, that but
for the zeal and energy of Southern
representatives in congress rural delivery
would not today be in existence.
It was a Southern man who first
proposed :t to congress and Southern
men have been its most zealous
friends and advocates."
It will be observed that Texas is
in the list of states that are to suffer
as is shown by Congressman Lever
in the above extract. It is on account
of this threatened danger to the
routes in Smith county that The
Courier is publishing elsewhere an
article explaning to the citizens on
these routes how they can make their
routes permanent. Unless they

THOSE STOLEN BONDS.
Looks Now as if the State j Will
Have to Sue.
It seems almost certain that the
State will not get the $16,000 stolen
from the State treasurer's office in
bonds without a suit. Treasurer
Jenning3 claims that the stealing
occurred in the administrations of
Treasurer Timmerman and Bates as
as in his own, and that be is reeponsi
hie for only about $l,uuu ol tne
umount, if anything. Dr. Timmerman,
on the other baud, has indicated
thai he will pay nothing unless
compelled by the courts to do so, and
Dr. Bates is also in the position of
the Miseourian. The result is that

nobody seems willing to pay anything.
Governor Heyward brought matters
to a head today by a letter be
sent to Captain JenniDgs demanding
prompt information as to what steps,
if any, bad been taken to reimburse
the State for the loss.

Newark, N. J, May 3 ?Vice Chancellor
Pittney advised that a decree ,
of absolute divorce be granted to '
James B Duke, president of the
American Tobacco Company in his
suit against Mrs. Lillian Duke. He
said the evidence was overwhelmingly
in favor of Duke and that he could
do nothing else than recommend that j
Duke be given his divorce.

Will Not Go to Congress.
A. P. Prioleau, the negro contesting
the seat of Congressman George
Legare, first district, and who was
convicted in the Uoited States Court
at Charleston some time ago and
sentenced to three months with a fine
of $200. Will likely serve his sentence,
as he is now in jailjundcr this
conviction, the court refusing to give
him a rehearing in the case.
The Hospital Threatened.
Sao Francisco, May 3 ?A. fire,
which threatened the destruction of
the general hoeDital at the Preeido,
O *.
in which were more than 700 patients,
broke out this morning in the laundry.
A general alarm wa.B sounded
and besides the regular post fire
organization hundreds of soldiers
turned out to fight the flames. The
laundry buildiDg and contents were
destroyed, but by bard work the fire
was confined to that building and did
not reach the hospital, only a few
yards away.
