EARTHQUAKE AT SAN FRANCISCO. r MANY LIVES LOST The Golden Gate City Shattered and Destroyed?Havoc, Wreck, DeathDestruction Appalling?Fire Added to the Awful Horror of the Situation ?No Water with Which to Fight the Flames. / * San Francisco, April IS?This city was practically wrecked by an earthquake at 5:10 this morning. The shock lasted three minutes, thousands of buildings were damaged and destroyed, and hundreds, if not thousands of people were killed and injured. The terror and excitement is indescribable. Most people were sleeping, and rushed ioto the streets undressed. Buildings swayed and crashed, burying their occupants. Added to the horror of the falling baildings, fire broke out, and in an amazingly short time swept the territory for miles, consuming blocks of business bouses, newspaper offices, chnrches, hotels and residences. Everything south of Market street, from Eighth street to the water front, and north of Market street from Sansome to Broadway is gone. To check the spread of the flames a number of buildings are being destroyed by dynamite. It is utterly impossible to estimate the property loss accurately, though conservative estimates place the loss at over one hundred million. Thousands of. people are homeless and many are huddled in the parks and public squares, beside the household goods they were able to save. The city is under martial law and all downtown streets are patrolled by cavalry and infantry. General Frederick Fonston iB in command. Details of troops are guarding th6 banks. Most of the principal buildings have already been destroyed. Over the scene of desolation hangs a dense pall of smoke. Fire burnt over an area of eight sqpare miles, equal to one hundred city blocks. The first \ shock put the entire waterworks system practically out of commission. This added to the horror of the situation. The dreadful earthquake shock came at precisely 5*13 o'clock this morning, the motion, apparently, being from the east to west. The first upheaval of the earth was grad ual but in a few seconds it increased in intensity. Chimneys began to fall and buildings to crack, tottering on their foundations. People became panic stricken and rushed into the streets. They were met by showers of falling buildings, bricks, cornices and walls. Many were instantly crushed to death, others horribly mangled. Tall Bteel frame structures stood the strain better than brick : buildings. Some of the docks and freight Bheds along the water front . slid into deep fissures which opened in filled in ground near the shore and the Union Ferry depot is irreparably injured. A portion of the new city hall which cost more than eeven million collapsed. Scarcely had the earth ceased to shake when the fierce fires broke out simultaneously in many places. The fire department responded promptly, but found itself helpless as the watermains were rendered useless by an undergreund movement. Firemen have resorted to dynamite. Washington, April 19 ?The War Bepartment has received a telegram from General Fanston at San Francisco saying: "The city is practically destroyed. The troops have been aiding the | police in patrolling and in maintain-, j ing order- Martial law has Dot been declared. You caDDot send too many tents or rations. About two hundred thousand people are homeless. Food is very scarce. The provision housfE are all destroyed. Ail the government buildings in the city are gone.' How's This? It has beeD decided to bold tbe meeting of tbe State Teachers' Association at E tck Hili in Winthrop college on July 4;h and 5.h. Tbe State Summer school will be in Session at Winthrop during the meeting of the State Teachers' Associa tion. This school will begin on June 29tb, and close on July 18.h. They discuss such local or general issues as will attract the voters. The dispensary, education and special reforms are favorite topics. One of the real issues before the people now is the assessment of property for taxation. There is general dissatisfaction with the present method. Last year the comptroller general suggested that land be assessed at the market price. That would be manifestly unfair in many cases. A plan of assessment is needed which will equalize the taxation for State purposes so that one county would not pay more than another in proportion to its property. Then it would check the progress and laudable ambition of active young farmers to raise their assessments as thej increase the value of their lands, What we mean is this: Suppose a young farmer should buy 100 acres of run down land for $800. By economy, good farming and good management in a few years he is able to put a $1,500 bouse and good barn on his land. It produces a bale of cotton or 25 bushels of corn to the sere. He is well fixed every way and prepared to educate his children as they grow up. His ueighbor with laud equally good makes little. His house ie about to tumble down. He makes a bare living and his land gets poorer every year. It would not be fair tc tax the thrifty farmer's economy, hie braiD, his good management, by plac ing his improved farm at $25.00 an acre and let the shiftless farmer ofi with a nominal tax. Some protection should be given to those men whc improve and beautify and build up the country. This is an important subject and we hope our candidates will study and discuss it this sum mer ?Carolina Spartan. Funston and Summer, in (ommand of the federal troops, are rendering great service. Refugees who go to the Presidio are being taken care of but the cumber that can be accommodated is limited. Mayor Schmitz announced that the company promised a supply of water this afternoon in the western addition and in the Mission tomorrow. Committees were appointed to take charge of the relief of the destitute, and the work has already begun and assumed some system. The University of California at Berkeley has volunteered to take i care of 3,000. Mayor Schmitz has appointed his committee of 50 citizens special officers with full power to represent him and with power to requisition men, supplies, vehicles and boats for public use.v ' ! Suit on Owens' Bond. Solicitor Timmerman and County Attorneys Thomas & Tbomas have ^ entered suit for $15,000 against the * American Surety company on tie $5,000 bond of ex-Supervisor S. H. ' Owens for alleged breaches of the bond committed in three separate terms of office. 0 ffens, it will be r1 membered, is one of the defendants in the Richland graft cases. The suit is to recover for alleged shortages due to forgery and other forms of j graft. Bellinger & Welsh have been employed for Owens'. ' Shocks Wide Scope. 3 Rome, April 19. ? The Seismo3 graphs in the observatories throughr out Italy yesterday recorded distant j earthquake shocks. Those of the obB servatory at Florence, which has the I most perfect instruments, indicated that an earthquake had been felt at s distance of over 7,000 miles. The shocks were so severe that they in ^ jured the instruments. ^ The director of the Florence observatory is of the opinion that the ^ earthquake in California, viewed in connection with the outbreak oi Mount Vesuvius and the earthquake 1 in Calabria in September last, indis cates the approach of further terress tial convulsions. a A Great Nuisance. e The English sparrows are a great 1 nuisance.
