WaBbingtoo, March 15 ?President Rooeeveli'd idea of greater activity for the troops of the armv will be carried into effect at ence. Every company j of infantry, battery of field artillery and trooD cf cavalry will have weekly marches of from twelve to fifteen miles, monthly tours in the country of three days of camping exercise, and at least twenty one days of cor secutive encampment each year. The garrison work of the troops is also carefully outlined, while the field work such as marches and target practice will be conducted with each soldier carrying bis full kit as he would in war, a recommendation made to the president by Major Gen. Wood. ThiaTs done with tfce idea of making the troops familiar with their equipment, so they may become Sf. accustomed to the so-called burden end know what to expect when they are ordered into the field, away from the conveniences of the garrieon. The order has been awaited with keen expectation by all officers, and will be issued in a few days to go into effect at once along lines which have been g developed by the general staff, based on a memorandum which came Borne weeks ago from the white house. The president in his observations of the military personnel came to the conclusion that there was not enough practical work for the men in the ranks and, for that matter, for the officers themselves. The latter have " their schools, involving work which some military observers regard sb altogether out of proportion to the pgr needs of the profession, and President Roosevelt considered that it wonld be advantageous to reproduce, as nearly as possible, the demands tnr ennirvmonf. and Conduct which *V* ? ? will be imposed by aotaal warfare. The last contingent of the British Imperial troops in Canada will go home this month under the new regulations, giving Canada full control of her own military protection arrangements. When these troops are withdrawn it will be the first time since eolonial days that Eoglish regulars have not been stationed on the American continent. He appreciates the visits of the Dispatch, and through Uncle Sam's mail sends us a dollar to help grease our new engine. Mr. C. S. Hock and wife, of Gran iteviile, visited Mr. J. F. Hook and their grand-ma, who has been feeble for some time, a few days last week. S. "W. Hook, of Batesburg also accompanied them. \ Mrs. I. A. Caughman, of Hollow Creek, was in town Friday and like all good ladies who believe in promptness in honest obligations, visited bar office and renewed ber paper and the Home and Farm for another year. Mr. R. E. Chewning while in town Thursday last dropped in to see us and renetf his paper. He is one of Leesville's clever gentlemen, and was accompanied by Mr. Oscar Eargle another thorough going young man of the same place. So Not be Imposed TJvon. The putting down of same will soon be the order of the day. The farmers are well up with their plowing and are going to start planting corn this week. I notice in the many letters of the Dispatch that they are under the impression and are predicting that the farmers are going to increase the cotton acreage to some extent. I will not attempt to say that the acreage will not be increased somewhat, but I will say I believe our farmers are going to use more guano this year than they did last. I am under the impression they are going to use more guano to the aore. And, furthermore, I think our farmers are going to try to raise more corn and larger ears, so we can raise more bogs and finer ones. We can then live at home and board, at the same place. Uncle Charley's opinion is that corn and cotton both are going to get more guano to the acre this year. I dj not think that the acreage will be increased to any great extent. I would like to know what ha8 j become of Klondyke and Montrose i as I never hear from them any more. Wake up, boye, and let us hear from you again. We are pleased to see Mr. J. D Berry all smiles?its a boy. Maddogs are still in our midst. Several dogs have been bitten in the Pelion section. Some have been killed and some have gotten away. Hong KoDg, March 14 ?The Chinese authorities have extradited and beheaded Kwangsi, the rebel leader, aDd three other men implicated in ! the attack made on the home of Dr. Andrew Beattie, the American missionary at Fati. France and Germany. The latest reports from the Algeciras conference point to an amicable solution of the dispute between France and Germany. Some vexing problems have been before the conference and an amicable settlement will be hailed' with delight by most European countries. G. B. Burhans testifies After Four Years. G. B.
