Speaks for the Boycott.
Peking, Feb. 23?Wu Ting Fang,
former Obinese minister to the United
States, when interviewed for the first
time today on the existing situation
in China, spoke in support of the
boycott.
Wu Ting Fang is now living quietly
in Peking, devoting his time to
codifying the laws of China,, one of
the numerous reforms under way.
Speaking of present conditions,
Wu Ting Fang said:
"China is at a crisis and is passing

statesmen and people feel that China
needs reform, but there are great
differences of opinion regarding the
means. There are several classes of
reforms. There are those who speak
foreign languages,' and who have
been abroad and who have had experience
on both sides of the questions.'
"They favor sensible and useful
reforms, but not too radical, so as to
make Cnina first able to stand upon
her hands and feet. The number of
these sensible reformers is few. I
am one of them.
"The ruling classes also know that
something should be done, but they
are at their wits end to know what
to do.
"The third clause is composed of
young students who are too rash.
They need training and experience.
"One thing upon which the majority
of Chinese are agreed is that

rights by concessions and territorial
grants and by the way her people
have been treated by foreigners in
China and foreign countries.
'Many Cbineee who have gone
abroad to America, Australia and the
Philippines write home complaining
of arbitrary discriminations made
against the Chinese which dare not
be attempted against other foreigners.
Therefore every one is angry
and hence the boycott of American
goods, illustrating the feeling against
the nnjQ8t exclusion laws. It has
spread over all China and is solely in
retaliation 8gain9t unjust discrimination
and is not anti-foreign. The
Chinese people and officials are on
good terms with all foreigners and
have no hostile feelings toward them.
The Chinese merchants have the best
feeling towards foreign merchants."

Sbultz and Beckwitb, tbe two pickpockets
convicted in the criminal

court last Wednesday, were eeut to
the penitentiary Thursday to begin
their sentence of 10 years' servitude.
Both of them were fitted out in their
prison garb yesterday; Sbuitz was
put to work in tbe hosiery mill and
Beckwitb, who is still weak from loss
of blood when be fell out cf bis buck
and seriousy cut his head, was given
an easy task around the hospital.
Neither of them will probably sre

Lamar Chappell, assistant manager
of the Southern Oil company at
Memphis, Tenn , committed euicid
in a hotel at St. Petersburg, Fla., on
Tuesday by stabbing himself to the
heart with a pen knife. He was a
sufferer from Bright's disease and
the deed was done in a fU of despondency.
President Harvie Jordan, of the
Southern Cotton Association, will
speak in this State on three days
next month. He will address a
gathering at Bennettsville on March
5tb, at Lancaster March 6 h and at
Florence on March 7ib. Mr. Jordan
will speak particularly to the organizers
and officers of the various county
and State organizations.

Ex-Sheriff John Traynbam, of
Roanoke, Va, was murdered in his
bed with an axe on Sunday night.
He was G9 years old!1 and popular.
There is no clue, but the crime was
not for robbery.
E. Spencer Blackburn, the only
Republican congressman from North
Carolina, was indicted by the federal
grand jury at Asbeville on Tuesday
for accepting retainers for services
before tbs departments in Washington.
