An Open Letter.
Mr. L. J. Langford.

Dear Sir: Your open letter shows that
three thing* are before you: First, voar
oath; second, the law; third, 1,317 names.
In the presence of these you ask for truth.
Well, if you go with me, I ^ill try to find
the "truth in the matter" for you. I wiil
not troable you much about your oath or
the law, but just go after the truth for you.
In a public meeting held in the court
house some time ago it was decided to
petition you to order an election to decide
whether the dispensary, which is costing
the county S5.000 a year to run, should be

qualified voters in the county was estimated
by ex-Senator. Sharpe et somewhere between
35 and ZT hundred. No one demurred
at his estimate. Petitions were
prepared and put in the hands of canvassers
asking for the names of qualified voters.
1.217 names was the result of this canvass.
You counted these names in your office
and gave a written voucher thit they were
correct. You and others went and examined
the registration books and found that
6 383 certificates had been issued duriDg
the life of those books. It was shown to
you there that as many as four of these
certificates had been given to one man.
This by reason of the fact of change of
residence, loss of certificates and obtaining
renewals while the formation of new precints
give many double and more entries,
and removals from the county and deaths
would take off many ot the certificates It
was shown to you that the precinct book
for Bed Bink was the best marked book in
the county, giving 170 ceitificates with 51
less by death and removal It was shown
that this ratio applied to all the precinct
books would put the number of qualified
voters within a short distance of ex-Senator
Sharpe's estimate.
You saw all of this, but by reason of cerrt

ed on j on, a second canvass was undertaken.
The final result of this canvass has
never been known as a lot of the petitions
have not been received. In those that
were received 100 additional names were
given you in your office and you market
them correct You admitted that one had
betn received by you at your h .me. This
has not been added. One was evidently
mailed to you at Lexington from Irene
ODly a distance of about three miles, and
you say you never Dot got it. You told me
repeatedly that you were satisfied that we
had the required number and that the disp
nsary would be voted out; but you told
me of David's conduct at the death of his
son. What a spectacle! Mourning the
loss of a curse! Your choice, not mine.
Just a short while before I had to leave
Lexington you said you had agreed to hear
arguments on both sides in your office at
9:i5on thi morning. I told you that we
would no attend for such a purpose. That
the petitie were all that you needed from
us to guide you in your actions, and that
if you did no act you would lose a fine
opportunity of doing good at I saw it.
The registration books are by law kept
in the Clerk's office as you know. I did
not regard your scheme safe for the petitioners.

! chamber, where the voice of a free people
could be easily stifled. Yoa asked Judge
Gage for sn opinion a; to your duty in the
matter. Did he tell you to regard every
certificate shown to have been issue d on
the registration books as representing
separate persons when you know that many
persons in the county are holding or have
held two, three and more of those certificates?
Did he tell you that it was no bus
iness of yours to see whether these petitioners
were aualfied votars' Did ha taII
jonto withhold your knowledge of the
registration of the county and throw suspicion
on every man who signed the petitions
as you have done in ytur letter? Did
he teil you to say that no showing had
been made to prove that the petitioners
wtre qualified voters when you know that
you have said you were satisfied that we
had the required number of names? No,
verily no. He gave you no such advice,
and you know it. What I have written
herein is not n?w to you, but anyone who
may read your letter might suppose that
you know nothing about these matters, as
you utterly failed to point them out. I
recognizi another hand with you under
whose touch you are as plastic as the clay
in the potter's hands. As you wanted a
period of moqrning like David, I will give
you till Thursday, December 7th, when I
will meet you at the Clark's office (D. V.)
at 10 o'clock a. m. and we will go over the
registration books again. Daring this
period of lamentation I will beg one favor
of you. It is this: That you do not allow
your royal highness to shut off any petitioners
who may come in during this solemn
period of grief. The 1.317 petitioners
now before you regret to see you iu sack
cloth and ashes, mourning the anticipated
loss of a curse. But be it so.

district. Henry J. Allen, an Ottawa
editor, is contesting lor the Republican
