Wednesday, November 15,1905. Presentment of the Grand Jury The State of South Carolina, County of Lexington, In General Sessions. To the Honorable Grand Jury, Acting for L-xington County, said State, for the year 1905: We, the Committee, consisting of Isaac Edwards, H. L Koon and D H. Craft, appointed by your Honorable body to investigate the bonds of - /v? T ? 1 tbe various county omcers ana ine condition of their several offices, beg leave to make tbe following report: We investigated ibe bonds of tbe several couDty officers and find fcbem good and sufficient, and tbeir offices in excellent condition. Upon our investigation we found tbe office of Cierk of Court in a neat and convenient condition, and found an intelligent set of books well kept ready for tbe information of any one at any time. We found that Geo. S. Drafts, Judge of Probate, still maintains bis firm and sound judgment in tbe care and protection of the estates and other business which come into bis office. Tbat be has a very neat and handy set of books for the business of bis office. Tbe books aEd office of J. E Raw I Kjzer are well kept and show the wise and di6cr. 3t disbursements of the school funds of tbe county. The management of bis office is quite satisfactory. We found the County Auditor's office crowded with books and old records, but the Auditor, Mr. G A Derrick, fully able and ready to explain tbe operations of tbe office, and witb his usual correct calculations, ready at any time to show the most minute part of the different funds arising from taxation. Mr. Frank W. Sbealy, the polite and genial County Treasurer, has a well balanced set of books showing the receipts of the county's funds, hs well as the . expenditures and disbursements. Mr. R L Keisler, Chairman of the Dispensary County Board ol Control, has a remarkably well kept and neat set of books showing the receipts and expenditures of the different dispensaries of the county, with the net profits, and fully able to show and explain 6very item of the dispensary business conducted in this county. We found the books of the County Commissioners well kept by their Clerk, Col J. Brooks Wingard, and the expenditures in the office very economical, ae considered to the many benefits arising therefrom In the visit to the poor houee we were especially impressed with the aboundant supply and excellent quality of com, peas and peavine hay. The upper story of the barn Was filled to ' its utmost capacity with long food and the lower one with com, peas and other grain. The land is well cultivated and the garden is fine. The Toe Sheriffs office is well kept and his books show active and energetic work, balancing to the cent with all other offices. Upon the whole we congratulate the county in having so good and well qualified set of officers. They keep their respective offices in a first class condition ready to give information desired at any time. We thank the grand jury at large for the confidence reposed in us and have discharged our duty in every particular as best we could. All of which is respectfully submitted. We recommend that T. C. Sturkie be paid by the County Commissioners the usual sum of twenty dollars for bis services as our expert. Austin, Mgr. of the "Republican," of Leavenworth, Ind., was not unreasonable when he refused to allow the doctors to operate on his wife for female trouble,4'instead,"he says, "weconcluded to try Electric Bitters. Scrantcn, Pa , Nov 8 ?Twelve persons weie killed and many injured in a wreck on the Boomeburg division of the Delaware, Lackawanna "1 and Western railway at 11 30 this * morning. Recently there has been an unusual number of irregularities, confusion of accounts, shortages and embezzle- a meots among county officials of this I State. Of these delinquent officials I there are two classes, those who are plainly dishonest and those whose irregularities are attributed to incompetency or eareleesneas. In deal| ing with the latter class, though | there may be doubt as to intent in ^ i some cases, the officials are exonerat- ^ ed, and if they can replace any deficit ^ that may exist, the county coLtinues h< to hazznrd the results of their unfit- hi Tees. This is wrong. In the first ** 11 me, greater care should be exercised in selecting officials. Too often a man's election is due more to political pulls, trades and combinations, and considerations of business or friendship than to his fitness for the office. Again the law should deal more ^ rigidly with the delinquent. Of f course there should be different degrees of punishment for the dishonest j officials aDd the incompetent or careless officials, but there should be | penalties for both, and the very least [ inflicted upon the latter is prompt | dismissal irom office. The public _ | has a right to expect more than hon- J esty of the man who asks for election ** ! to a responsible office. They have a right to demand that he bring to th<office the ability to fill it. If he do* 8 0] not know that he can do this he iui poses tipon the public, aod he should pay the penalty. 83 a1 Croup.
