Tokio, July 19?It is believed that Emperor Nicholas recently sent an encouraging message to General T ! _ a _____ jumevitcn promising mm men, provisions and other necessaries for attaining an ultimate victory. It is also reported that the Russian Emperor recently ordered the mobilization of four army corps. This fact, taken in connection with the reported limitation of M. Witte's power as chief peace plenipotentiary, is deemed to be a sign that Russia is not as at xious for peace as Japan and the censcrsd press reports would have us believe. Must Comply With the La Columbia, July 18?The State board of directors cf the dispensary today passed a stroDg resolution csliiDsr udod the county boards of u i. control to enforce the law. The resolution cites that there is complaint as to the neglect of the request bcoks and of drinking on the premises in many counties and the county boards are informed that failure to comply with the law is the reason for removal of the dispensers. The county board can also be removed for cause and the State board calls attention to that section of the law covering the use of request books and drinking on the premises. Recently a dispenser in Clarendon county was presented by the grand jury for failure to use the books and a member of the State board said today that this feature of the law would be looked into very closely f om now on. The only other important buti ess done by the board was in regard to the special prices on case goods. Heretofore the dispenser would often make a special price on certain lines of goods by the case, the object being to get some of the business that had been going out of the State. It was found, however, that there were several ways to violate the law under this plan and the special price will bs discontinued There is an exception in regard to clubs, but the re quests must come in through the county dispenser and signed by the (fficers of the club. ? More About Peace Terms. St. Petersburg, July 17.? The Novoe Vremya prints the following statement of Russia's position, which may be inspired: "Russia can consent only to such peace as will not affect the dignity or would be fatal to Russia and would threaten all Europe. Europe no longer believes in Japanese aesurances that she will not restrict European interests in the Far East. Even in England and America voices of moral instigators can be heard in favor of an indirect interference of powers to moderate Japan's demands. Our plenipotentiaries must remem ber that they muBt defend the interests not only of Russia, but alto of other Caucasian races, and they will find moral support in Berlin, Paris, Washington and perhaps even in London. "Our army in the field is much al.rnnc7Pr than it was fifteen months ago. We must ascertain acceptable maximum of our concessions to Japan from the European point of view and act accordingly."' Charles Pool, a joung white man, was shot from the road side in Greenville county on Saturday afternoon. He accuses Bob Kelly of shooting h'm.
