Compulsory Vaccination.
Rules of the Board of Health in Regard
to Enforcing Vaccination According
to an Act of the General
Assembly, Approved February, 22,
1905, No. 434.
The Journal of the South Carolina

Take Notice: That the following
rules which by reference to the Act
referred to and hereinafter printed it
will be observed, have the force and
effect of law.
At a meeting of tfce State Board of
Health on the 12.h day of May, 1905,
by virtue of An Act of the General
Assembly, approved February 22od,
1905, No. 434, in reference to the enforcement
of vaccination, the following
rules and regulations are herewith
adopted and promulgated in
reference to matters of vaccination
and revaccination of all persons within
the State who do not reside within
the limits or jurisdiction of any
incorporated city or town.
Bule 1. That all persons within
the State of South Carolina who do
not reside within the limits or jurisdiction
of an incorporated city or
town shall be vaccinated, and revaccinated
by the duly appointed agents
of the said State Board of Health,
except persons who may obtain a
certificate of a reputable physician
that vaccination would be dangerous
to health, at the following periods:
During the first, sixth and fifteenth
years of the age of the pereone; and

are likely to become exposed to small
pox, shall be vaccinated forthwith:
Provided, That the charge for each
vaccination shall be ten cents except
the indgent persons, to whom the
charge shall be nothing.
Rule II. No superintendent of
a y institution of learning and no
school board or principal of any
school in the State, not located within
a city or town shall admit as a
pupil any child or persons who connot
produce satisfactory evidence of
having been vaccinated as often as
required in Rule 1 above, and it is
hereby made the duty of every parent,
guardian or other persons charged
with the care or responsibility for
any child to see that such child, if
not a resident of a city or town, is
vaccinated as often as required by
Rule 1.
Section 6 of the Act above referred
to provided: "Any officer or person
who shall fail, neglect or refuse to
comply with any provision of this
Act applicable to such officer or person
shall be guilty of a misdemeanor,
and upon conviction thereof in a
court of competent jurisdiction shall
be fined in the sum of one hundred
dollars, or to be imprisoned for thirty
days."
The following form for ordinances
is submitted for the consideration of
the various municipalities to carry
out the law therein referred to which
is hereinafter printed. This is merely
a suggestion as to the form and contents,
and any other conforming to
the Act will be satisfactory, observing,
of course the charter ruels gov

vaccination, which under Section 1 of
the Act must be satisfactory to the
State Board as set forth in the ordinances

and compel the vaccination and r
vaccination of citizens and residents

prescribing the duties of certain
officials and persons to that end, and
providing certain penalties for failure,
refusal or neglect, to comply with
the provisions of same," and such
other laws governing the matter.
Section 1. That all citizens and
residents of the town (or city) of
be vaccinated and revaccinated with

town (or city) or of some competent
physician appointed for that purpose
except such persons as may obtain a
certificate of a reputable physician
that vaccination would be daDgerous
to health.
Section 2. That such vaccination
and revaccination shall be made
within the first year, and during the
sixth and fifteenth years of the age
of such residents and citizdns, and
that all residents and citizens who
have never been vaccinated, or shall
be exposed, or are likely to become
exposed to small pox, shall be vaccinated
forthwith: Provided, that indigent
and pauper persons shall be
vaccinated and revaccinated at the
expense of the city (or town )
Section 3. That for neglect or refusal
to obey the provisions of the
ordinances herein, such person or
persons shall be quarantined in such
manner and under such conditions as
the health authority of the town (or
city) or some competent physician
duly appointed may direct.
Section 4. No superintendent of

Section 5. That any officer or person
who shall neglect or refuse to
comply with the provisions of these
ordinances shall upon conviction be
fined a sum of one hundred dollars,
or to be imprisoned for thirty days.
The attention of the municipal authorities
is particularly called to Sec
tion 3 of the Act, and owing to tbe I
duties imposed upon tbe State Board
by fhat Section, eucb authorities are
earnestly requested to forward a copy
of its ordinances to tbe Secretary of
tbe State Board of Health. Your
attention is also directed to Section
1, Act No. 4-50, (hereinafter printed)
entitled: "An Act to prevent tbe
spread of contogious diseases," making
it mandatory that each incorporated
village, town and city shall
have and maintain a Board of Health,
and Section 4, imposing a penalty for
a neglect or refusal.
Upon application to the Secretary
of the State Board of Health fresh
bovine virus will be supplied to cities,
towns and individuals without cost,
provided that all unused points be
returned to the Secretary.

More Trouble for Murray.
George W. Murray, the negro excongressman,
says the Watchman
and Southron, was arrested Tuesday
on a warrant issued by Magistrate
Harby, charging bim witb pet jury.
The warrant was issued as an outgrowth
of tbe charge of forgery for
which Murray was tried, convicted
and sentenced to tbe chain gang
more than a year ago. It is a matter
of common notoriety an appeal was ,
taken to the Supreme Court from
the verdict of the Sessions Court
which appeal is still standing.
When the warrant was served on
Murray Tuesday he immediately
arranged to give bond for his appearance
for trial at the next term of
the Court of General Sessions and
he was released.

Clinton is All Bight.
The Clinton statement in reference
to the proposed removal of the Presbyterian
College from that place
should be read by every 0De who is
at all interested in the future location
of that college. Accepting the statements
at their full value it looks as
if the people of Clinton have been
somewhat unfairly treated by the
present board of trustees, and that
before the college is removed Clinton
should be given an opportunity to
say what it will do for the college.

C. E. Davis and his daughter,
Elsie, were found dead in their beds
at Miami, Fia., on Monday, both
having been Bhot by unknown persons.
The first Texas bile of cotton of
the season was sold in Gilveston on
Monday. It was raised in Starr
county, was classed middling, and
was auctioned cff at 30 cents a pound.
Mrs. Eugene R illy, of Limoure,
N. Dak., presented her husband
with four babies on Tuesday?three
girls and a boy?all well formed and
