J. Wingard. Mr. W. L. Gaoin, of Brookland, was in Lexington last Thursday on business. Mr. Guion is the promoter of the project to develop the waters of Saluda river by throwing a dam across it at or near Dreher's Ford, in this county, and to utilize the same, and is at the head of the company which has been organized tc carry the project into effect. Washington, March 8 ?Open insurrection is officially declared to exist in the provinces of Cavite and Batangag, Luzon, Philippine Islands, and the writ of habeas corpus in these sections has been suspended by order of Civil Governor Wright, at the request of General CorbiD. Twelve hundred regulars have been hurried to the troublous section and unless immediate improvement follows it is proposed to re-establish recoucentratioD methods' of three years ago. Murder and arson were becoming every day occurrences. The most horrible atrocities have been committed. The natives who betrayed the plans or whereabouts of bands of ladrones bad their lips cut out and legs hamstrung. Other terrible mutilations were added, and the victims were hardly recognizable as human beings. They have been sent back to their homes as warnings to their fellow Americanistos. Meanwhile insurrectors have maintained in Manila and Cavite bodies of women who spy upon the authorities, and in almost every instance give ample notice to the men in the bush of any intended raids.
