(*o As to the individual: The child jar ; irresponsible and without authority j to control its acte; education is not a j privilege but a m>ht it enjoys; fail to educate the child and tu later ! years it will comdemn every plan and person that deprived it of its rights by failing to guide its steps at a time that others, not the child, was racartrtncihip for its moral ?nd __ intellectual care and keeping. Yon ?have produced a disqonted citiz-r; ' discontent breeds evif; you have an Illiterate citizen, and that shuts him out from a major portion of avoca irons in which promotion for merit is possible; to discontent you add idle8688;?idlecess through no choice, but because opportunity is minimized; discontent based upon an injustice done him in childhood?idleness; what is the logic of the situation ? What follows naturally ? Crime. A criminal is a negative quantity is the'State; as criminality increases, society loses confidence in itself; that "nothing succeeds like success^ is equally applicable to public morality and to business Further, the propeitiou that an elementary education I made free by the State is right, car- I ries with it another, that to deprive | and child (or permit the deprivation) by the Srate, is wroDg, therefore, it is right that the State shall decline to permit sny bar to this right of education, but should itself enforce it, and then we arrive at the fundamental principles upon which to base the law for compulsory education. I trust the compulsory education bill before the Legislature of your State, will pass, first in a modified form as suggested by your worthy Governor and changed as experience suggest. Mercer Browp. ? Io opposing the motion for a new trial in the case of the State vs. Marion Parr, convicted of the murder of Clarence Shealy, Solicitor George Bell Timmerman said that tbe accused bad been given a fair trial and bad been convicted by a* fair and impartial jury. Tbe court had appointed able and tfficicDt nouns*], who bad made a worthy fight for their client and after being given every advantage known to the law he bad been convicted by a jury of 12 of bis peers. As to the alleged discrepancies in the testimony of the witnesses tbe variations had been very slight, ana then only ae to such tbiDgs of time and distance, which variations will occur whenever different persons are called upon to judge such things. Tee differences could be accounted for by tbe fact that human mind differ and that scarcely any two persons will give an absolutely identical version of tbe same occurrence. The Solicitor closed by sajibg that tbe verdict had been rendeftd by 12 honest and conscientious men a d it ought to be upheld by the court.
