To Reduce Representation. Senator Piatt, of New York, introduced ths first bill in Congress this session for the reduction of Southern representation in Congress. Senator Piatt'd bill did not follow the usual line of calling for reduction of the representation of those states which have violated the provisions of the fourteenth amendment, but was directly at the South, designating the states. If the bill should pass the South would lose nineteen members in Congress. The following states would be affected with the loss of Congressmen: Virginia, twc; North Carolina, twc; South Carolina, twc: Georgia, two; Florida, two; Alabama, twc; Mississippi, twc; Louisiana, twc; Texas, one; Arkansas, two; Tennessee, two.
