Seaul, March 17.?Korean officials report that the Russian army is now across the Yalu in the northern part of Korea conducting most brutal and lawless warfare. Officers seem to be as bad as soldiers and the latter show great lack of discipline. The Russians , have seized grain and other provisions and refuse to make payment. The inhabitants are in a state of panic. Forest fires are ragtag all around Columbia, doing enormous damage to the property of the land owners and destroying hundreds of feet of valuable timber. Toe fires were ( i started on the lines cf the SeabDard j i and Southern roads and are supposed ( |_ to have been started by the sparks from the engines, although it is re| garded as a little peculiar that all of ^ them should have started at once. Oa the Seaboard the fire started about , March 11th and has gone all through | the counties of Kershaw, Richland \ and Lexington.
