Commendable and the Way to
Have Crood Roads.
Tbe people of Sandy Run and Congaree
townships have set an example
in regard to road improvement that
is worthy to be followed by the people
of other communities. They
have not only paid their commutation
road tax without a murmer, but
they have gone further. They have
put their hands in their own pockets
as it were and supplemented the
amount given by the County Com
missioners for the purpose of improving
wbafc is known as the "State"
road, tbe consequence is tbat that
road has been thoroughly repaired
and is now in excellent condition.
We commend their action and
recommend other communities to
follow their action. Tbe following

To Deliver Freight Promptly.
Probably the hardest fought bill
of the year was that on prompt

struggle in ths legislative halls, provides
that the railroads must deliver
goods within a time limit. The limit
is definite yet seems to be liberal
enough. The schedule is, from midnight
of the 'day the freight is received:
Not over 100 miles 72 hour?,
100 to 200 miles 96 hours, over 200
miles 120 hours. The nearest route
by rail is taken as the distance between
points. If prompt shipment
is wanted the company, must stamp
this notice on ? the bill of ladiDg.
Five dollars a day for every day of
delay in excess of the time above
mentioned is the penalty.
Another interesting bill provides
that milege tickets shall be used not
alone by the purchaser but by the
members of his or her family. The
purchaser must furnish to the company
a list of names of the members
of his family and they will be
written on the ticket.
Another act relates to ferry charges.

by the absence or neglect of the
' ferryman the passenger goes free. If
the delay is one hour or more the
ferryman is subject to a fine of $5
or five days in jail.
A New Cotton Combine.
New York, February 24.?Ic is
stated on good authority that Daniel
J. Sully and Col. Wm. P. Brown
have combined in a new corner of the
cotton market. It is etated they
could force up the price tS 20 cents
at any time. Sully bought freely
today, causing a flurry. March
dropped 75 points and August fell 77
points.
The Mississippi Senate has pas ed
the House bill appropriating $1,250,000
fcr the State's public schools.
