T ^ _ Golumb: 4 Court. The February term cf the Court of General Sessions, was convened Monday morning: with Judge Ernest Gary, presiding. The grand jurors being all present were organized with Willis M. Addy, of Peak, as foreman. The attention of the court was called to the death of Maj. Henry A. Meetze, whereupon appropriate exercises in his memory were held, proceedings of which will appear in the next issue of the Dispatch. The court was then adjourned until Tuesday morning, after being in session fifty five minutes. Yesterday the business before the term was concluded: Frank J. Gould, a New York railroader, wbo has been in jail for some time, answered for breaking into the Pelion depot and sfcealmg $5 and the ticket punch. The jury found him guilty and the court give him one year on the gang. John Strother, colored, of this towD, was up for gambling. This was bis second appearance. The first time he got off for $40, about a year ago. Judge Gary stated that it was wrong to make an example out of a darkey who had no influence on other people, and let the big concerns go unharmed. So he give John a fine cf $10, upon his entering a plea of guilty. Col. D. J. Knotts was called to answer for closing a neighborhood road through hie field, and the same was referred to a jury. Senator Sbarpe was present and assisted Mr. Asbill in prosecuting the case The trial was short, and the verdict was adverse to Mr. Knotte. The only other trial was Cantey Weston for killing his brother Hilliard, at Gayce, last summer. Self defense was the plea, and the jury sustained it. Mr. E. L. Asbill, acted for the Solicitor, and when the cases were reached, in which Mr. Aebili represented the defendants, the court had to break down, as it did at 6 p. m. yesterday. There was no attorney present who would take the Solicitor's place, in the case of The State vs. Robert Little, for violation of the dispensary law, although the defendant wanted a trial, and all the witnesses were present, so down went the court. To Honorable Ernest Gary, Judge Presiding over the Court of General Sessions for said County and State at February Term, 1904. We, the Grand Jury for said County and State, beg leave to submit the following as our report: We have acted on all bills handed us by the Solicitor and have reported the same to the Court with our returns thereoo. A committee of our body visited the County Poor House and report that the property is in good condition, that there are now only three inmates all of whom seem satisfied and are well cared for and humanely treated. We find that one of the inmates, a white maD, is in need of better clothing and we recommend that the County Commissioners look into the matter at once and supply him with suitable clothing. Wre have made an examination of the Court House and jail, find the same in good repair and have no recommendations to make. It has been called to our attention that the County Commissioners paid the physician for the Jaii and Poor House the sum of two hundred dollars last year for nine month's services, and are under contract to pay the pyeieian for such practice duiing the present year the sum of three hundred dollars. In view of the fact that the inmates of both the Court House and Jail only average about six the year round, we feel that such charges are exorbitant and an imposition upon the tax payers of the County, and while we can suggest no remedy which can afford us relief at this time from this burdensome contract already entered into, still we feel it our duty to make the matter public by calling attention to it in tbis manner so that the Commissioners may be more cautious and economic in making such coutracts in making such contracts in the future: and we recommend that hereafter if the services of a physician cannot be obtained by the year for such work for a less pricp, that then, a physician be only employed and called in when Nothing but Solid Les Every Pair ( We huva a larger stock thin ever before. Sbiiey a committee to examine into the financial condition of the County, inspect the various county (ffices and make their report thereon at some later time during the year. We have employed F. E.
