There was a great deal more discussion
on tbe bill and tbe sum total
of tbe result of tbe vote proposed on
various amendments was: The
telephone companies must be subject
to tbe railroad commission so far as
regulating their business is concerned
in this state; tbe amendments to
tbe original bill providing rates was
eliminated, leaving it to the commission
to fix rates; it was furnished
provided that connection should not
be made except when reasonable and
practicable; that where contracts
existed dow between city or town
councils with telephone companies as
to rate and rates could not be increased.
The hudse came in after this bill
was disposed of and several acts were
ratified, the only one of general
interest being the biennial session
bill.

claims were acted upon.
The committee made a favorable
report upon Mr. Kollock's bill relative
to shell fish.
All the third reading; bills received
final action. The bills referred to
are: Mr. Ford's, to fix the salaries
of sheriffs in the state; Mr. Moses',
to regulate the practice of medicine
and provide a state board of medical
examiners; Mr. DeBruhl'a, relating
to the formation of foreign corporations;
Mf. Bass's, concerning the fees
of witnesses in court; Mr. Aldrich'e,
to provide for repairing the state
monument at Chickamauga.
The tax commission took up itn
bill relating to the change cf the
state board of f qualization. The
purpose of the bill is to provide for a
small body instead of a number of
different boards The proposed
is to be appointed by the Governor,
with the advice of the senate. After
considerable diecussion, the motion

The house then took up uncontested
matters.
Mr. Herbet's bill to amend the
section of the code of laws referring
to the milage of members of the
general assembly so as to make it
conform to the constitution of 1895.
was given its second reading without
objection.
Mr. Marshall's bill to exempt
certain citizens in lower Richland
county from the taxes for the fiscal
year 1903 was given its second
reading.
Five bills were withdrawn from the
fifes of the house.
The following new bills were introduced
todaj: By Mr. Blackwood to
regulate the delay in the adjustment
of over charges in freight; by Mr.
Blackwood to amend the section
relating to the salary of the adjutant
and inspector general; by Mr. PatI
terscn to amend section 313.580 as to

bringing Barnwell under the act; by
Mr. Strickley to amend the law as to
cotton weighers, and provide for a
cotton-weigher at Bishopville.
A number of bills relating to
matters in their respective counties
were given third readiugs.
At 1:39 the house met with the
senate for the purpose of ratifying
acts.
The appropiation bill was introduced
today. Generally it ia the
