. The Lexington Dispatch. Wednesday, February 3, 1904. The Brcwnlow Bead Bill. There is a bill introduced iD Congress by the ^on. Walter P. Brcwnx iow, of Tennessee, and the Hon. Jacob H. Gallinger, member of the Senate from New Hampshire, appro?OiI flfiA nnn nn t ha norf. r>f j/luu nuv v ut the Nitionsl Government as National aid in bunding wagon roads. This money is to be apportioned among the States according to their population, except that no State ehall re oeive lees than $250,000. Each State receiving National aid from the Government must add a like amount to the sum received. This will, therefore, cause the spending of $48,000,000 for roads aDd will build from 6,000 to 7,000 miles of splendid road and will place in each State from 100 to 500 miles of fine -bard road, which will not be effected by frost or spring rains and on which the farmer can haul the year round. Ic will be a great advantage to these living uear it, but it will be far greater advantage to the whole country because it will be a wonderful object lesson and will prove to everyone that a good, hard road which can be u*ed the year round, so matter what tbo rains are, is a good and desirable thing; it will make everyone who sees this road and who uses it want more roads just like it and it will cause more roads just like it to be built. While under the Bcownlow Bill 4bc building of 6,000 to 7,000 miles -ef splendid road is a great thing, yet it seems to many that the greatest advantage of this bill is the wonderful object lesson which 100 to 500 ^niles of fine road will produce when bailt in every State of tbe Union. The third annual banquet of Anselem MoLaurin Camp, No. 305, United Sons of Confederate Veterans, was held last night at the Hotel Barton. The banquet was in celebration of the birthday anniversary of "Stonewall" JacksoD, and said to be the first of its kind held in the District in memory of Gen. Jackson. Representative Asbury F. Lever, youthful representative in Congress from South Crrolma, was introduced as speaker, aDd responded to a toast, ^Tbe Palmetto State." Mr. Lever eloquently discussed the present j commercial problems confronting the south. He told of the south'j industrial rise from the smoldering embers of loDg ago, when ruined homes and er altered fortunes seemed to hold forth no hope. He said he believed firmly "that when President Lincoln wrote the proclamation of emancipation he wrote the com nercial and industrial independence of ; the south and sealed the fate of the j commercial and industrial supremacy of the north." ^ | Says it Seats Whiskey. J. H. Nichcles, of Wedgefield, S. C., believes that he ha9 discovered a process to m&kd a drink out of watermelon juice which will supersede , whiskey, arid he wants the Kansas state board of agriculture to aBsist him in securing capital to exploit the ' discovery. 1 Mr N chcles save that he under- { stands that some of the* farmers oi Kansas are raising watermelons simply for the setd and are throwing away the melons afcer the seeds are extracted. He asserts that this is simply throwing away millions of dollure yearly. In his lotter he says: 4kI have the necessary machinery planned for separating and preserving watermelon juice, and I have a process for clearing the j lice so that in a few days it will look like pore corn whiskey, and in fifty or sixty days can give you a nice drink with alcohol enough in it to make you drink a tumbler full. *1 believe in temperance according to toe Apostle raui, ana 1 nave come to the conclusion that whiskey, as made these days, in an unnatural drink?too concentrated?and as long as I can get watermelon juice, as I make it, I never will drink any, more whiskey. "I have sold the watermelon juice for $2 per galloD, and there are millions in it at 50 cents per gallon." ? ?? Relief in One Minute. The grain crop has been damaged somewhat by the continued cold weather, but where the land was put io good condition and the grain sown early the prospects are much better than where it was sown late. Some of th8 farmers of this section are beginning to realize the importance of raising better grain crops. It has been a custom with the farmers to plow their grain under in any way, just since it was covered, but last fall a number of the farmers of this section turned their land with two horse plows and then plowed their grain under with cultivators. We hope that it will prove to be a success. Lloyd. Delmar, S. C., Jan. 25,1904. A Night Alarm.
