To the Editor of the Dispatch: The health of our community is very good at present though the continued cold weather is causing some cases of sore throat. At this writing the high price of CDtton is having no apparent (fifect on the farmers of this section. They have been humbugged so much that they are looking for it again next year. The "homey handed sods of toil" in this neighborhood are beginning to tarn their rough lands and getting their fields iu farming order. Mr. Elitor, the 4 Old Coon" enjoyed Christmas at or near Hiltoo, where he wss caught and caged, spent one week of his honeymoon with hi8 bride. Soatb Fork regrets losing the coon, bat the Fork's loss is Hilton's gain. Prayer meeting is still being contacted in this community, but we are sorry to say with not as much interest as should be felt. Our community should take deeper interest in their spiritual duties. Culliou, Editor of the Garland, Texas, News, has written a letter of congratulations to the manufacturers of Chamberlain's Cough Bemedy as follows: "Sixteen years ago when our first child was a baby he was subject to croupy spells and we would be very uneasy about him. The State, of January 15:b, say9 : "Dr. D. L. Boozer, the popular young dentist of Newberry, is here under treatment for a throat affection incident to too much surf bathing while on his vacation this summer. The house has passed two bill the object of which is to hurry th< shipment and delivery of freight Mr. Beamguard's bill regulating th< delivery states: "That any railroad company, o other common carrier for hire, in thii S:a:e who shall delaj fjran unreason i oble time the shipment aud delivery of any goods, wares and merchandise delivered them for transportation shall, in addition to any damages they may now be liable for, forfeit and pay to party or parties whose goods, wares or merchandise are received, shipped and delayed, ?10 for every day the same is so delayed." Mr. Coggeeball's bill to prevent delays in tranportation, provides: "That from and after the first day of May, 1904, all railroad companies in this State shall transport to their destination all freight received for transportation between points in the State of South Carolina within the following times after same shall have been received, to wif: within 48 hours, ( between points not more than 100 miles distant; within 72 hours, between points exceeding 100 and not more than 200 miles distant; within 96 hours, between points exceeding 200 miles distant." "That any railroad company failing I to comply with the provisions of Sec. 1 thia fnr ftnv CA11BP. eXCeDt the v* 10 uv* w ? ~~ r act of God, or public enemy, shall forfeit the freight chargeable upon ! such goods as it shall fail to transport within the time hereinbefore required; and in addition shall pay to the consignee 1 per cent, of the market value of such goods for each and every day's detention over, and above the time hereinbefore prescribed, to be recovered by the consignee in any court of competent jurisdiction, together with the freight so forfeited, if the same shall have been paid." r "That nothing in this act contained shall be construed to limit or effect any'other light or remedy dow or hereafter existing against such railroad company for or cn account of such delay in transportation." Rev. Carlisle P. B. Martin, L. L. D. Of Waverly, Texas, writes, "Of a morning, when first arising. Washington, Jan. 12 ?The Demo oratic National committee to-daj furnished a surprise, selecting St Louis as the place for holding the National convention of 1904 The date fixed for the convention wa< Wednesday, July 6 at 12 o'clock Previous to the meeting of the com mittee it seemed a foregone conclu sion that Chicago would be selectee as the place of meeting, but politi cal exigencies entered into the situa tion and a majority of the committei voted for St. Louis. The State has now on hand to rui the government until next Novem ber, or until taxes come in, $467, 143.74, and if the State was rui strictly on a cash basis this would b< all that could be appropriated, bu such will not be the case.
