War Inevitable.
Negotiations between Russia and
Japan, according to a view of the situation
taken at Berlin, are not making
progress. Emh side, it appears from
?. official information, will not yield on
essential preparation. Rassia persists
in requiring the agreement that shall
not limit their respective spheres of
supremacy and Japan declines to
consent to the general policy of
drift, under which the Russian iD
fanfcry will, the Japanese say, steacsuy
^ i bear upon Corea and edge forward
until the time is ripe for acquiring a
part of, or the whole country.
Japan, as previously cabled from
here, is determined, according to the
German view, to have a settlement
with Eussia by treaty, by which they
both must abide or else, and the
threat is ever in the near background
hostilities will begin. The Japanese
government seemingly makes no
particular concealment from the
diplomatic crops at Pekin of this
attitude, one impression being that
Japan is merely playing a diplomatic
game and another is that the government
is in deadly earnest.

Japan's orders for war material
placed in Germany, a year ago, and
since then have all been delivered or

and a straw bat was observed, one of
the hottest afternoons this week,
wheeling a baby carriage backward
and forward in front of one of the
small houses in the vicinity of Fair^
moot Park. He appeared hot but
happy.
"My dear," came a voice from one
of the upper windows of the house.
"Lst me alone, can't you?" be called
back, and went on wheeling and
v mopping his face.

pleading tones, "George dear!"
"Well, what on earth do you waDt?"
he asked, "have the water pipes
burst?"
"No, George, dear, but you have

On last Saturday, says the Georgetown
Times of October 21st: On
last Saturday night, during the
heavy rain, fall, an old barn at the
Sampit (Methodist) parsonage gave
way and fell to the ground, burying
Rev. W. M. Harden's fin9 cow under
the debris. The animal was caught
among the falling timber and was so
badly hurt that it is thought she will
die, haviDg received internal injuries
as well as those of anoutward nature.
The preacher, in trying to lift some
largr pieces of timber, was badly
hurt in the back and was unable to j
fill some of his appointments.

W. H. Bagley, of Raleigh, N C, j
a brother of Ensign Worth Bagley, j
who was killed in the Spanish-American
war, tells of a tar-heel farmer
who was inclined to look on the
bright side of things. "The man
was at work on land so poor that you
couldn't raise your hat on it, when a j
stranger passed," said Mr. Bagley, j
"and asked him about the crop pros- {
pects." The farmer seemed to be |
depressed and finally the stranger i
expressed sympathy with him and
his condition. "This nettled the
farmer, aod he said: 'See here,
stranger, I ain't so blamed bad off as j
you think. I don't own this here
farm.'"

Columbia, Oct. 16.?A report from
Perry's saye: that another tragedy
has occurred as a result of the Tillman
trial. The report is that Mr.
A. C. Gunter, of Wagener'e, got into
a personal difficulty with Mr. Eml.
JBusby, in which Mr. Busby wts
badly cut in the throat. The difficulty
arose out of the Tillman case.
