\ The Lexington Dispatch. Wednesday, September 23,1903. S The Pension Burden. Washington, Sspt. lO.-The annual report of Commissioner of Pensions Ware, placing the total number of pensioners now on the rolls at 996,545, of which 727,356 are soldiers and 266,189 ate widows and dependents. Mr. Ware announces that it ia not probable the pension roll will again cross tb9 million line, the high water mark having been reached a year ago. "" The roil shows a net loss ot 2,yui pensioners duriag the year. Oat of , a total of 304 809 applications on hand daring the year, 130, 109 were admitted, and 113,794 rejected. The average annual value of each pension now is $133. The annual value of the Spanish war pension roll has reached $1,765, 310. The total payment in pensions for all wars is $3,058,623,590; on account of the Civil war $2,862,240,400. -. The cost of the pension system per capita of population for 1903 is given at $1 75. The system, according to Commissioner Ware, was was the greatest as a burden to the people of the TJoited States in 1893 since which time it has shrunk from $2 24 to $1 32 per $1,000 of taxable wealth ^ * and in 10 years, he said, the burden will have ceased to be noticed. - The Pleasure of Eating. v. New York, Sept. 16 ?Cotton bull leaders do not hesitate to state that this year is to see a crop disaster. > There is a great deal of exaggeration y in this statement, bat there has been a great catting down of crop esti- ! mates, and there is now little talk of a bumper crop. W. P. Brown has been offering for some time to wager thai the crop will not be over 11,500,000 bales, bat as yet he has found a no one to take the other end. There is no one who does not admit that a crop of 11,500,000 bales will fall short of the demand of the mills. The mill men are grabbing up cotton very greedily all over the South, but of course they are only baying from hand to mouth' at this time. It seems very probable from the present outlook that if cotton remains high there will be r nothing bat hand-to-mouth baying by the mills all season, even if they . have to risk being caught without cotton next summer. - ' 1 ! 1 | When he was asxea 11 ne was uuying any cotton now, a prominent mill man said he was not, and that he oonld get along until December and would do so. It was suggested that in December every one would be baying, and that prices might be up. "I ha\j no fear of that," said he "for next year is a presidential year and mills are not going to stock up with December." The Washington a Central Labor Unit-, with the approval of the American Federation of Labor has appealed to every affiliated body ia the country to condemn the President's action causing the reinstatement of W. 0. Miller, as foreman in the bindery of government printing office, after he had been I ''fired'' from the union, and at the union's instance had been dismissed by the public printer. The circular issued by the Central Labor Union, while not on its face warlike, amounts to a threat at the President's political life if he does not comply with the union's demands and remove Miller. Tie unions called on to join in the ! move against the President have a | membership of about 2,500,000. Miller is charged in the circular issued with "flagrant non unionism" and with violations of morsl and [ criminal law. . , . A Purgative Pleasure. The news received from Lagos, British West Africa, Sept. 2, that the development of the cotton trade in the interior part of Africa was so great that the i i ?ii?j local rauroau uuiuieuo aau uccu uunged to run extra trains in order to bring down tfce large supplies to the 'coast, somewhat surprised the cotton interests here, cotton growing in West Africa being regarded as in a largely exprimental stage. Thirty tons of cotton from Lagos arrived in the Mersey this week and was pronounced to be of excellent quality. The seed sent out from here and . sown in June is expected to yield ,4,000 bales. The first delivery of this crop is expected at Christmas. If the cotton growing experiment is successful the cultivated area will be increased as rapidly as possible. } Distress After Eating Cured. London, September 18.?No political event in the memory of the present generation has created such a sensation as the retirement of Colonial Secretary Chamberlain. The resignation is likely to cause far reaching results in the politics of Great Britian. It is also probable that an appeal will be made to the country by the Baifour ministry in the near future. Chamberlain stood for preferential tariff in favor of the colonins. but as it would imoose a tax on food stuffs, the scheme did not prove popular. The resignation had the effect today of steadyibg the security markets. Business, however, is at a standstill. The Pall Mall Gazette this afternoon says: "The present crisis is the most extraordinary in the whole history of constitutional government. It gives bat little trouble, yet results in great profit, for farmers to go into their corn fields after the com is ready to gather and select the very best ears for seed. Let the quality selected be as uniform as possible as to the grain. Ears with grains closely set, taken from stalks that have produced two good earp, are to be preferred. These ears so selected should j be hung up in a dry place with the shucks pulled back. By making the selection in the fall much time is saved when the period of planting comes on; besides, a careful selection will result in greatly improving the quality of the crop. A great many crops of corn are grown in which a dozen varieties may be found with every conceivable mixture. Heavy Georgia Bains. .< Atlanta, Sept. 17.?Reports from the southern and southwestern sections of the state indicate that torrential rains have been general and that the damage to cotton is great. At Poalan, six inches of rain has fallen within forty hours and at Pelham and Meigs, Mitchell Co, eleven inches fell in two days. From Meigs comes the report that merchants are cancelling their orders for merchandise. At Albany 5 61 inches of rain fell in forty hours, ending at daylight this morning. The railroads are also damaged. A Regicide Dismissed. Vienna, September 18.?It is reported from Belgrade that King Peter has Bummocd the courage to remove Colonel Mischitch, the regicide leader, aa departmental chief of the ministry of war, and has appointed him to the professorship of the military academy, which position he held before the coup d' etat. Paris, September 18?There is an unconfirmed rumor here that King Peter, of Servia, has been assassinated. Sprains. S. A. Worcester, Mass., Sept. 17.?Tbe prohibitioriists of Massachusetts assembled in state convention here today for the purpose of naming candidates for the state offices to be filled at the coming election. The party made one of the poorest showiDgs of recent years at the last election, and it proposes to make a rousing campaign from now ultil election day in order to get out a large vote. Among the speakers at the convention today was the Rev. Dr. B. C. Swallow, who was the prohibition candidate for governor of Pennsylvania last }ear.. Frost in Alabama. Athens, Ala., Sept. 18.?A heavy frost fell in this section last night, the heaviest in this vicinity in years. It has been many years since a frost fell this early and it is thought the damage to the crops will be considerable. Cotton is at least three weeks behind and much corn is still in a condition to be damaged. Used for Pneumonia. Dr. C. J. BerliD, Sept. 18.?Experiments I made with electric cars on the Marionheldar military railroad today showed that a speed of a hundred and sixty miles an hour was attained. It is hoped eventually the cars will attain a speed of two hundred miles. The Question is Why? The Wilmington Star asks: "Why does a man who discontinues his subscription to a newspaper when indebted to it consider himself absolved from all legal and moral obligation to pay the honest debt?" Fiodorado, la., Sept. 17.?The German residents of Ackley, this county, today held a unique celebration of Sauer Kraut Day. in honor of the dish of which all Germans, many Englishmen, numbers of Frenchmen, some Italians and a few Chinamen are fond. The day's programme consisted of athletic sports and contests, I winding up with a great German feast, in which the dish from which the celebration takes its name played a most prominent part. The town of Ackley is made up almost entirely of German residents and the celebration of the day has become an established custom among the community. Neglected Colds. Chamberlain will Resign. London, Sept. 17.?It was learned this afternoon that Colonial Secretary Chamberlain has decided to resign from the cabinet on the ground that Premier Balfour's attitude on the fiscal question is not sufficiently advanced to enable Chamberlain to remain a member of the government without a sacrifice of his own views.
