"White Man Hanged.
Fiemingsburg, Ky., July 15.?A
mob broke into the jail here today
and secured William Thacker, a white
man, hurried him to a tree near by
and hanged him.
Thacker two years ago in a quar
rel shot and killed John Gordon at
1 Foxport, Ky. Thacker, after killing
I Gordon, sat on his body with a Winchester
rifle in his hand and quietly
smoked his pipe, while be dared any
one to arrest him. He was later arrested
and lodged in jail here. After
i two trials he was finally given a life I
| sentence.
Today's action by the mob of inj
furiated citizens was the direct result
j of the law's delays and uncertainties,
i Thacker's case had been appealed,
and he was awaiting a third trial. He
had considerable property and could
! afford to secure the ablest and most
unscrupulus legal talent in the Staie.
Gordon's friends feared that he might
escape punishment altogether. Gordon
was one of the best citizens of
his community, while Thacher was
known as a desperate character.
The mob which hanged Thacher
proceeded very quietly and deliberately.
The men gathered at Alt.

and came into Flemingsburg by twos
and threes bo as not to arouse suspicion.
By this means they took the
jailor by surprise early this morning.
He was overpowered and forced to
give up the key to Thacher'a cell.
The victim was given two minutes
in which to say his prajers, which he
refused to do. To hush his cries he
was hit in the head with a rock, and
knocked into a state of unconsciousness.
His body was then swung up
to a tree until life was extinct.

Celey said one of the greatest obstacles
that the Oommissicutrs have
to contend with is the road ditches
which acts as disks for the adjacent
fields. The road ditches have to
carry off Dot only the rain water
woich falls ia the road bed. but that
which falls in the fields. The water
which comes from the fields and
plowed lands brings sand ar.d dirt,
and the ditches are soon filled and
the road bed ove:flawed and washed
away.
Mr. Celey says it will be impossible
to maintain good roads, and especially
good earth roads, aciil some system
is adopted which will keep the
road ditches from ccting us drains
for the surrounding country. He
thinks there should be a law to compel
every man who owns the land adjacent
to a public road to keep a separate
drain ditch from the road.

Washington, July 15.?Secretary
Root today couveyed the impression
that his resignation will not be long
delayed. He is noncommital, and
would neither confirm nor deny the
report that he will resign within a
few months, but bis manner wa9 such
as to create the belief that he intends
retiring from the cabinet in the near
future,
Secretary Root has for sometime
been anxious to resume private life.
He desires to again engage actively
in the practice of law. He has from
time to time deferred bis resignation
at the request of President Roosevelt,
or to complete certain details
awaiting the action of the deparment.
Mr. Root was determined to see the
general staff corps system made operative
and the Pnilippine government
placed on a stable ba^is before retiring.
The general staff will become
operative next month, and the Philippines
now seem to be in a settled
condition.
