New HaveD, April 22:?That the North was in error in giving the negro the ballot when it did was the opinion expressed by President Hadley of Yale in a lecture in a discourse on "citizenship." President Hadley said of the award of the ballot to the negro; "It was not the fault of the negro; it was not the fault of those who gave him the ballot without previous preparation. The same thing was true in. Italy before that and in Russia. The North did not recognize this at the close of the war. They recognized the dictum that all men were born free and equal. When the North recognized the condition which prevailed in the South it acquiesed in the suppression of the negro vote. A Fat Job. Former Senator McLaurin has been elected first vice president and attorney for the Mohawk Steel Wire company, according to a newspaper dispatch of a few weeks ago. The Mohawk company will soon erect a plant at Brunswick, Ga., with a capital stock of $11,000,000. McLaurin, so the report says, will be the manager of this plant. Berlin, April 24.?A dispatch received here reports that a pitched battle between soldiers and sailors took place on the streets of KronBtadt, Russia, as a result of a long standing feud. Two thousand combatants were engaged, both using side arms. Sixty were killed and three hundred were wounded. Troops were called to restore order. Washington, April 22.?Because American interests at Monte Cristi, San Domingo are endangered by the revolutionary gunboat Valencia, the consular agent there has cabled the State Department, asking that an American warship be sent.
