Hoar on tlie South.
An Interesting View of the Race Situation
and Southern Conditions.
The foliois a portion of Sena
tor Hoar's speech recently made be
fore the Union league club, of
Chicago, on race conditions in tbe
South. Coming from a Massachu
setts man highly honored by tbe
country, the following words have
unusual significance:
"I know how sensitive our Southern
friends are on this matter of
x social equality and companionship, and
I think I might say fairly and prop
erly?and that perhaps I have a right
to say it?that it is not wise for tbe
people of the North to undertake to
deal rashly or to even judge hastily
of a feeling so deeply implanted iD
their bosoms.
Time, the great recoDoiliator, will
reconcile them to that if in tbe nature
of things and in the nature of
man they ought to be reconciled to
it And if in the nature of things
and in tbe nature of man time does
not reconcile them, it will be a sign
that tbey ought not to be reconciled
to it, and that some other mode of
life for them must be devised.
Now, my friends, having said what
I thought to say on this question,
perhaps I may be indulged in adding
that although my life politically and
personally has been a life of almost
constant strife with the leaders of <
the Southern people, yet as I grow
older I have learned not onlv to re
epect and esteem, bat to love tbe
great qualities which belong to my i
fellow citizens of tbe Southern States <
They are a noble race. We may wel* *
take pattern from them in some of <
the great virtues which make up tbe j
strength as they make op the glories '
of the free States. Their love qf |
home, their chivalrous respect for
women; their courage; their delicate j
sense of honor; their constancy, <
which can abide by an opinion or a 1
purpose or an interest for their States ]
through adversity and prosperity, j
through the years and through the ;
generations, are things by which the ;
people of tbe more mercurial North j
may take a lesson. And there is ]
another thing?covetousness, corrup- j
tion, the low temptation of money i
has not yet found any place in South- i
em politics.

to live, and we do not live, in a state
of estrangement from a people who 1
possess these qualities. Tbey are ^
friends of ours; born of our homing; j
flesh of our flesh; blood of our blood,

and whatever may be the temporary (
error of any Southern State, I, for
one, if I have a right to speak for
Massachusetts, say to her, "Entreat (
me not to leave thee nor to return ,
from following after thee. For ^
where thou goest I will go, and
where thou stayest I will stay also. ,
And thy people shall be my people, .
and thy God my God." |

Tillman in Charleston.
Senator Tillman was entertained in !
Charleston last week and was the
guest of honor at a banquet at the
Charleston hotel. Wednesday night.
According to the News and Courier,
be spoke briefly on the occasion. 1
His remarks are synopsizea or 101- j
lows. He said be had come here as
the guest of the Medical college
faculty, and he added that it afforded !
him great pleasure to meet the peo- j
pie of the city once more. "I have
had the pleasure and displeasure of
visiting Charleston on many occasions
and under many different sua- i
pices," be said, "and in my um-? I
have had unique experiences here.
I appreciate the courtesy extended to
me, however, and I can oDly express
the hope that if we did have any unpleasantness
in the past it has ail
disappeared I want to sav in justice
to myself that I have been mis
understood by the people of Charles
ton. The revolution of 1890 was run
on the principle that there were
other parts of South Carolina besides
Charleston. I thought that the rest
of the State had been in obscurity
loDg enough. But I never tried to
njare your city. I n^ver allowed
myself to forget Charleston, or the
part she bad taken in shaping the
history of the State I had to fight
you because you fought me. (Applause
) la that respect I was like
the man who wa?0Dce taken prisoner
by the Indians. Tbey were escorting
bim to the place where he would
furnish the amusement for the dance
of death, but be remembered that be
bad a bottle of whiskey in his pocket,
and be quickly got them drunk.
Afterwards, he said that he had
k'lled as msDy of them as they had
silled mm. Ana tDis warrants me
in saying that I whipped yon as often
as you whipped me. When I was
governor, I was not allowed to deal
with you like other sections of the
State. Y in were so much in love
with yourself down here that you
couldn't see beyond Ten mile Hill,
and you didu'c seem to know that
there was anybody else in South
Carolina. If I had to resort to harsh
methods, it was only done to carry
out the law. I want to claim for
myself that since I have been in the
United States senate, I have tried to
represent South Carolina as a whole,
and to look to the beat interest of
every community. If I have helped
Charleston, it was simply a matter of
duty and not because I was trying to
get you to change yonr attitude toward
me. I didn't care whether you
gave me your votes or not. I never
wanted your support unless I could
get it with your own consent. If I
can ever serve Charleston, I trust
that you always find me ready to do it
[ bear no ill-will to you. I want to
say once and for all that I recognize
you as South Carolinians and I hope
you recogniza me as one. I have
gjreat love for Charleston, just as I
have a pride in the entire State. But
it the Bame time you must remember
that you are net the whole shooting

bribery and boodle were never so
persistently told as today. Governor
Cdell and Republican managers are
trying to hush the scandal resulting
from thd exposure of sixteen alder
men who bolted the Republican caucus
and were whipped into voting
for the excise bill by threafca of having
criminal proceedings brought
against them. In order to save the
party the notoriety of a scandal no
official investigation will be made.

The Glory of a Saintly Face.

The Town of Pacolet BuraodL

by fire which broke out last, night
and spread rapidly. The origin of
the fire is unknown.
