The Lexington Dispatch. Wednesday, February 11,1903. The Legislature. It is a mental, physical and mechaneal impossibility to give anything like a foil synopsis of the proceedings of the General Assembly during the week just passed in the limited space atoor command, therefore we shall not attempt to do so. Suffice to say that the members have wasted no time in useless debate or in idling away the time. Bi>th branches are now having morning and evening sessions and the work is well in hand. At this writing, Saturday morning, the House bas been considering tbe Marshall child labor bill This bill has already passed the Senate, where it originated and bv the time this issue is in tbe hands of our subscribers, it will probably have been passed bv the House. The passage of this bill together with the discussion of tbe eompulsory educational bill and other measures of like import shows an alarming tendency toward paternalism unwarranted by tbe constitution* usages and onstoms of a free people living under a republican form of government, and unless this tendency ia checked at once it may lead to graver results and far more reaching evils of which we know not now of. The Senate, bv a large m?ioritv. passed a resolution extending the tine for tbe payment of taxes for the year lfnt, without the penaltv, until March 31, 1903, bat the House killed a similar re sol a tion. The Senate resolution will eome up in the House for considers tion and when the vote is taken the /result will doubtless show a decided ebangein the sentiment of the House It will simply be carrying out a time honored custom of one House throwisg the burden of censure on the other. Persons who use kerosence as a means to generate light will hail with pleasure the passage by the House of a bill providing for an inspector of rrof.a fK A 'nio ' " Vlll CI Oil II OUUIOVUUJ (^v?o nwv |riv< There is not a person within the State who use kerosene, bat appreciates the urgent necessity of such a measure. The grade of oil now sold in this State, as far as illuminating parposes are concerned, is worse than "a light hid under a bushel," and be who provides a remedy for the evil under which the people of the State are suffering by reason of low grade of oil now being sold at such a high price, is a Christian, a benefactor and a statesman. The bill to regulate the hours of railroad employees met a just and righteous death in the Senate. This was another one of the dangerous measures which have been and are yet to be considered at the present session. All such questions as this, as well as those of a similar nature, should be left to capital and labor for a satisfactory settlement. Legislative interference with the labor question but widens the breach between the two great conflicting interests in our economic system and keeps the wounds in a constant state of irritation. The bill to regulate the sate of cotton seed was killed. Had this bill became a law a farmer coald not have sold a cotton seed after nightfall without laying himself liable to the penalties thereto attached. With as much reason could the Legislature forbid the sale of beef, pork, muttoD, butter, milk, poultry, egga, etc., as well as forbid the sale of this agricultural commodity. The Houee did a wise thing in passing the bill to increase the penalty for usury. There is a class of unfortunate citizens whose necessities oftentimes forces them to borrow money on colletral of personal property. To protect the former class from the extortionate | usury of the latter the essential feature of this bill. The law as it now stands provides that the wronged party may recover from the money j lender the entire amount of the inter- j est and tbo money lender shall pay all costs of prosecution. Tbis bill proposes to make the money lender give up to the wronged party 25 per cent, of the principal, and the remainder of the debt should be settled by the debtor without any inter est whatever. Another bill which created consid able interest and was debated at length was the bill to require allrai roads operating in this State to protect the rates of freight stipulated in the bill for carriages of all freights, J r>rnci^o wares ttuu uiuiuuauuioc, uuu penalties for the violation of the same. The bill was passed. The ways and means commil'ee* is hard at work on the appropriation bills snd an effort will be made to have them introduced at an early date. St. Paul, Feb. 2?John TillmaD, aged 70 years, great-uncle of Senator Tillman, of South Carolina, was found dead in a chair here yesterday noon. WW m sort of cupboard filled with straw and old clothing. For many years he had traveled the streets of St. Paul selling lead pencils and shoestrings and was believed to be rich. He was a depositor in the Germania bank at the time of the failure and since then bad shunned banks. He was known as the "miser of red town." Mr. Tillman was supposed to have thousands of dollars hidden in the house and the news of his death attracted a crowd of curious people. The police and the coroner-searched the small hut from top to bottom, looking for the hidden treasure, but none could be found.?Chicago Chronicle. - ? - ? Tendency of the Times. All parties holding claims against the county will file them on or before the Saturday previous to the first Monday in each month Claims which are not filed at said time will not he acted upon by the Commissioners until the next ensuing grst Mboday 2nd. The Overseers over theb respective sections of the public roads of the county will forward to the clerk of the board a list of the road hands assigned to them on their section, and at the same time give the names and location of said section. 3rd. The Overseers of the different sections will tile their claims for commutation tax paid by the hands upon their respective sections after the first (f March, 1903 Said claim must be filed in the usual form, giving a list of the hands tl?at have paid, with an affidavit attached as to the truth and legality of the claim. ith. All Overseers of public roads 1 will put their respective sections in good condition as soon as possible; and where bridges over ditches require lumber and even bridges requiring a few plank the Overseers will procure lumber from their nearest mill and have bridges repaired, make out bills for such lumbar and labor, swear to them and send them in to the clerk of the Board of Commissioners on or before the Saturday preceding the firBt Monday following. 5th. The Overseers of their respective sections will report to the County Board once a month all hands who fail, when warned, to perform labor upon the public highways, either in part or in whole, and at the same time swear out warrants for such delinquents before the Magistrate of the county, who have jurisdiction in their respective sections. 6th. Washington, February 5.?Bankhead of Alabama tonight denied that he was in any way responsible for the action of the naval committee of the house in refusing to report a bill retiring Capt. Richmond P. Hobson,as charged by that officer. "I am not a member of the naval committee as Mr Hobson claims," said Mr. Bank-head. "I never approached a member on the subject of his retirement, and I was in Alabama when the committee acted on the matter. Mr. Hobson has been entirely misinformed. A Mother's Recommendation.
