State Board of Health.
Matters That the Legislature Will be
Asked to Enact.

an important meeting at the office of
the Secretary of State yesterday
morning. Most of the members
were present. A great many routine
matters looking to the preparation of
the annual report were gone oyer.
The Board found that upon an ex
animation of the official reports thv
smallpox was increasing in various
portions of the State somewhat aDd
is becoming more virulen'; the Board
is of the opiuion that without a compulsory
vaccination law this will become
more pronounced, and will ask
the legislature to pass such an aot at j
the coming session.
The Board decided also to recommend
to the legislature the passage
of a stringent act in regard to the
furnishing of vital statistics. This
act will provide that in the case of
cities not reporting their vital statistics.
the State Board will serve ten
days' notice on the local board and
if in that time the local board fails
to provide the statistics the State
B <ard shall appoint a special health
officer to collect such statistics whose
pay shall be taken from the dispensary
profits of the city or town thus
defaulting. The Board again diecussed
the Columbia statistics matter,

Capers presented to the President
today Dr. V. P. Clayton, who is being
favorably considered for the Marshalship,
and Preston Rior, postmaster
at Winnsboro, who wishes to succeed
himself. The President discussed
Palmetto politics with the visitors,
but no Dominations have yet been
sent to the Senate to fill the vacant
offices now existing in the S?ate.

the only stumbling-block by

issue large enough to settle all
claims and bring about peace is
under consideration today by the
president.

says today that the basis of Venezuelan
arbitration to be guaranteed by
J. and W. Seligman, the New York
bankers, on the English-German
claims, is to the extent of five million
four hundred thousand pounds. It
is expected the matter will be arranged
within a few days.
Washington, Dec. 19.?This government,
which has refused to be a
party to the Yenezulan financial
transactions, has agreed to use its
good offices in supparfc of the Seligman's
in the execution of the terms
of the arrangements.

Indemnities Hare Seen Paid.
Boston, Dec 19 ?The ninety-sec- j
nnd annual renort of the American
board of foreign missions shows receipts
for the year of $845,105.
The report states that indemnities
for property destroyed in China in
1900 have been paid and adjasted
under conditions satisfactory to the
missionaries, and in most instances
to the native Christians, and which
also admit of the re-opening of missionary
work in all its varied forms.
It has been decided to re-establish
the North China college, at Tung
Cho. The first new buildiDg for the
college is in process of erection. The
enormous demand for the B.ble and
translations of all binds of western
books, which has sprung up duriDg
the last two years has been felt in
Tung Cho to an extent that has
made it absolutely impossible to supply
the demands at- times.

ETegroes Leaving.
South Bend, Ind, December 17 ?
Four shootings and one murder in
which negroes took part, have been
I followed by closing clubs and
| saloons conducted by negroes and
many negroes are leaving the city.
They are afraid to stay here owing to
i a feeling against them among the
' white people. They negroes say
! they cannot get food and service at
| the restaurants although they have
! the money to pay for it.

Regrets his Departure.

Steadman, pastor of the Methodist
charch, will leave today for his new
home at Gaffney. It is with regret

a bill in the house to provide

circulation now authorized by law,
circulating notes to an amount not
exceeding 25 per cent, of the paid up
capital and surplus of said baDk.
