At the installation of these officers the appointed officers will be named and installed on the 27fh. A Sad Ending. An illustriation of the Bad ending of a misspent life is given in the death of joung Ben Covar, which occured in the penitentiary infirmatory in Columbia yesterday. Sometime last year young Covar lived with his father at the Berley residence in this town. He always led a roving life and after leaving this place nothing mnpfl wan ViAftrd frnm him until the other day when Dews was received that he bad robbed his employer, J. L Sbull, of Columbia, of about $40, and fled but was captured iu Chester and brought back to Columbia, and confined in jail to aweit trial. Ever since coming from Chester, he complained of feeling bad, the pain being located in the bead. He was taken to the infirmatory of the penitentiary j for medical treatment, where he died yesterday. He claims that while in Chester, he became involved in a difficulty with a negro, who struck him on the head. Section 2*0 of the law in reference to the assessment of taxes, (Revised Statutes,) reads as follows: All property shall be valued for taxation at its true value in monev, which in all cases not specially provided for by Jaw, shall be held to be as follows, to wit: For personal property the usual selling pricejon the usual terms of similar property at administrator's or executor's sale, at the place where the return is made;and for real property, the usual selling price on the usual terms of similar property at sales for partition under orcer of court, at the place where the return is to be made. If there is no usual selling price, then at what is hones' lv believed could be obtained for the same at a fair sale under the conditions above mentioned. It shall be the duty of each owner of land3. and of any new structures thereon which shall not have been appraised for taxation, to list the same for taxation with the County Auditor for the Count> in which they may be situated on or before the 20th day of February next, after the same scall become subject to taxation. Section 6. That from and after the pas sage of this act, there shall be assessed upon all taxable polls in this State a tax of one dollar on each poll, the proceeds of which tax shall be applied solely to educational purposes. All returns for taxation must be filed with the Auditor not later than February 20th, 1903. as after that date the law reqaires an addition of CO per cent, to the last year's returns.
