Pay Your Poll Tax.
Assistant Attorney General Gunter,
at the request of Mr. Thomas
G. White, magistrate for Beaufort
county, has prepared the following
opinion of some public interest in
regard to the poll tax:
Dear Sir: Your request to be advised
whether a person liable to poll
tax, but whose name does not appear
on the County Treasurer's books, is
liable to arrest for non-payment of
poll tax: Section 492, of the Criminal
Code of 1P02, imposes a penalty
upon any person failing or refusing
to pay bis poll tax, etc. Sec. 6 A,
page 780, Act of 1901, makes clearly
a like provision. It is, therefore a
criminal action, imposing a penalty
for non-payment of the poll tax
Section 5-A defines a taxable poll as
being all male persons between the
ages of 21 to 60. It follows, therefore,
that all persons falling within
this definition are liable to poll tax,
the non-payment of which subjects
them to a penalty, whether their
names appear on the tax books or
not. The proceeding may be instigated
by any person, just as any
other criminal proceeding. (See
Rodgers vs. Marlboro county, 32
South Carolina, 555).

Drunken Man's Awful Crime.

Young, a white painter, recently
crazed by drink, went to Pembroke
and got on a rampage last night after
being put off a train that he had
digged. He got an axe and brained
Rebecca MacRay, and aged negress,
whom he met in the road. Leaving

Joseph Landy, colored, aged seventy
and cat his throat, fatally wounding
him. After terrorizing the citizens
for two hours he was overpowered
by a posse and brought here for safe
keeping to escape a mob of several
hundred negroes that had been formed
to lynch him.
