to in President Zelaya's message to
his Congress have been made known
in recent press dispatches from Managua.
But there are many other important
features which have not yet
been disclosed, one of these being
the complete American jurisdiction.
and the establishment or American
conrt9, civil and criminal, throughout
a zone six miles wide and extending
from ocean to oceaD, and including
the proposed termiLi, Greytown on
the Atlantic and Brito on the Pacific.
The entire policing of this
large tract is also placed in the hands
of the United States so that it has
the power to preserve order and af4

Besides the authority of American
courts and of the American police
on the six mile zone the chief features
of the proctocol are in giving
lease in perpetuity of this tract to the
United States and at the same time
giving an American guarantee that
the independence, sovereighty, and
integrity of Nicaragua shall not be
disturbed by the rights thus con-,
ferred upon the United States.
No exact information is obtainable
as to the price specified in the protocol
as to payment to Nicaragua for
the grant to this country. It can be
stated positively, this price is much
less that was expected when negotiations
began, and that it is considered
by officials as reasonable. It is understood
that at the outset the view
in Nicaragua .was that $20,000,000
would be the proper figure for the
grant to this country, and about
$6,000,000 for Costa Rica's grant.
But while there is no information as
to the final sum in the protocol, it is

figures. As the cession takes the
form of a perpetual lease, it is probable
that the protocol includes the
feature of an annual rent a3 part
payment.
A protoeal with Costa Rica, identical
in form with that which Nicaragua,
except in the price and territory
lease, has been in course of negotiation,
and it is understood that a
satisfactory conclusion will be reached
with that government.

Under Republican Control.
Manning Times.
Senator Teller was member of the
electoral commission which, by a
party vote of 8 to 7, stole the Presidency
from Samuel J. Tilden, the
Democratic nominee, and this same
Teller wanted Congressional interference
to prevent the disfranchisement
of negroes in the South. Today
he is still a Republican on all
questions, but silver, and yet he is
admitted to the Democratic caucus,
and votes to refuse^ assignments
to Senator McLaurin. Is it any won- j
der that a man with the pride of McLaurin
refuses to be led by such
leaders? Look over the roll of the
Democratic Senatorial caucus, and it
is dominated by Silver Republicans
and Populists, men who never voted
the Democratic ticket in their lives
until the silver issue was spruDg, and
only then, bepause they were personally
interested in the silver mining
industry. The life-long Democratic

Roosevelt Commended the
Victorious Schley.
Philadelphia, Dec. 28.?The following
formal message was sent by
Roosevelt to Schley immediately after
the destruction of the Spanish fleet,
through John Doyle of this city:
"Say to Commodore Schley that
Theodore Roosevelt, until recently
assistant secretary of the navy and
now colonel in the army, congratulates
him heartily as the hero of the
battle of Santiago."

A Disastrous Storm.
The associated Press dispatches cf
Tuesday, December 81st, told of
wide spread disaster by high wate:s
in North Caroliop, South Carolina.
Georgia, Alabama, Tennessee, Kentucky,
Pennsylvania and other States
All the railroads in the territories referred
to suffered heavily by washouts
and otherwise. Trains ou the
Southern have been running late, aDd
on the Asheville division traffic has
been completely blocked. A number
of lives have been reported to have
been lost, and several dams, includ
ing tnose oi rortraan isnoaie, id Anderson
county, S. C., and at Tallapoosa,
Ala., have been washed away.
The property loss throughout the
flooded territory easily foots up into
tens of millions of dollars.

Cheap Bates to the Exposition.
The Southern Railway has inaugurated
a system of splendid schedules
to Charleston, which will be
effective December 1st, when three
daily trains from Augnsta and Columbia
to Charleston will be operated.
This road, with its usual liberality
and interest to encourage and promote
Southern enterprise, has made very
low rates for the round trip to Char
leston on account of the South Carolina
Inter-State and West Indian Exposition.

May 31, 1902 inclusive, with final
limit June 3, 1902. "B"?Daily from
and to same date as above, with final
limit of 10 days from date of ticket

Miss Ellen Stone.
The Report of Her Release Remains
Unconfirmed.
Sofia, Jan. 3?The local reports of
the release of Miss Ellen M. Stone
and ber companion, Madame Tsilka,
remain unconSrmed. News from the
frontier says the brigands are bidding
in Turkish territory, and are
beiDg hustled by the inhabitant who
had previously been victimized by !
the bandite. A fight occurred in
which the leaders of the brigands
are said to have been wounded. Part
of the brigand band, wearied at the
delay in obtaining a ransom for the
for the captives, have deserted, and
' are attempting to re-enter Bulgaria,
but the guards are closely watching
i the frontier. Il is further said that
the whereabouts of the captives is
known and that it is hoped the
agents of the missionaries will be
able to get in contact with the band
in a few days.

1 Czolgosz's Brain was Normal.
Chicago, Jan. 2.?At today's meet'
ing of the Anatomical society, a
paper by Dr. E. A. Spitzka of New
York, was read by the secretary, and
in it the doctor declared that the
brain of Leon Czolgosz, President
McKinley's assassin, was normal.
The doctor said that during the four
hour dissection which followed the
execution of the criminal, he bad

Section 270 of the law in reference to the
assessment of taxes, (Revised Statutes.)
reads as follows;
All property shall be valued for taxation
at is true value in money, which in all cases
not specially provided for by law, shall be
held to be as follows, to wit: For personal

usual terms of similar property, at administrator's
or executor's sale?, at the place
where the return is made: for real property.

where the return is made. If there is no
usual selling price, then at what is honestly
believed could be obtained for the same at
a fair sale under the conditions above mentioned.
It shall be the duty ot each owner of
lands, and of any new structures thereon
which shall not have been appraised tor
taxation, to list the same for taxation with
tho County Auditor of the county in which
they mav be situated on or before the 20th
day of February next, after the same shall
become subject to taxation.
Section 6. That lrom and after the passage
of this act, there shall be assessed
upon all taxable polls in this State a tax ol
one dollar on each poll, the proceeds ot
which tax shall be applied solely to educational
purposes. Every male citizen between
the ages of 21 and 60 years, except
those incapable of earning a support, from
being maimed or from other causes and exrent
those who are made exempt by law, |
shiill be deemed taxable polls.
All returns lor taxation must be filed with
the Auditor not later than .February 20,
1902, as after that date the law requires an
addition of i>0 per cent, to the last year's
return. All real estate to be assessed this
year.
