the possibility of the termination
of hostilities.
Another dispatch from Pretoria,
dated "Wednesday, March 6, says
their meeting has awakened deep interest
and that there are favorable
expectations as to the probable outcome.

of General Botha would have
been an accomplished fact before
now had General Kitchener been in
a position to conclude the terms of
surrender. When the surrender occurs,
the Sun adds, it will include
the surrender or entire suppression
of General DeWet and will involve
the termination of the war.

By a vote of 21 to 12 the proprietors
of St. Paul's church, on Fremont
street Boston, Mass, have

of the land and building was about
$100,000.

convention delegates threatened to
resign rather than to alter the Constitution
to suit the wishes of the
government at Washington. The
present outlook is that before the
Cuban question is permanently settled.

united states adjourned sine die on
the 4:h day cf March. During its
closing hours many bills were rushed
throngh that perhaps would not have
otherwise passed, and some weie
killed that would have passed had

gallant fight of Senator Tillman, the
appropriation for the Charleston Exposition
was lost. The river and
harbor bill was talked to death, Senator
Carter of Montana obtained the
floor and spoke until the time for its
consideration had passed?speaking
continuously for thirteen hours.

Shanghai, March 8 An article in
the China Gazette, published today,
says that Vicercy Liu Eiun Yi has
submitted a memorial to the throne
in favor of reform on the following
basis:
"The establishment of a permanent
constitution; a ccmplele chaDge
in the educational system; the selec.
tion of only qualified men for the
civil service; the creation of an army
by conscription; the adoption of a
systamatic scheme of finance; the
eatablisbment of an imperial bank,
empowered to issue notes that shall
be . current throughout Chins; the
enactment of laws to encourage the
establishment of newspapers and
the removal of the present distinction
between Coiuese and Manchus."
