The Free School System and the Chart Scandal Reviewed at Ler.gth. S'ate of South Carolina, Lexington County?Io the Court of General Sessions?September Terra, 1900 To His Honor, D A. Townseod, Judge Presiding: We, thegrand jury for said county, in said State, for the year 1900, respectfully beg leave to make tbis our report: We have passed upon all bills handed out to us by the Solicitor and have returned the same withoir endorsement thereon. Huffman, to examine into the condition if cur county offices and the official standing of our cffi cers, and they have made their report, which report we approve of and fully endorse, submitting the same herewith as a pait of this, our report. The State of South Carolina, County of Lexington.? In the Court of Genera! Sessions. To the Honorable, the Grand Jury for said County, in said Stati: We, your undersigned special commiittee appointed by your honorable body to investigate the public offices, beg le.iYe to make the following report: 1. We have made a careful examination of the official bonds of the various county tfficers and find the same in good condition aDd well secured. 2 We have examined the various offices and find them wtll kept. We find the Judge of Piobate at tending to and keeping up with the business of his office, and ample funds on hand in bank to meet his liabilities as such officer. We find the records in the Sheriff's office in good condition, books well posted and funds sufficient on hand to meet his official liabilities. We find the Supervisor's office and its records iD good condition and books well posted. We find the cost and management cf the chain gang as reasonable as could be expected and a benefit to the county. We find the poor bouse expenses on as limited basis as possible, and we also find that in addition to the raising of vegetables, and the like, for the inmates of the poor house, a great many are being raised for the maintenance of the chain gang hands, which is of great benefit to the financial interest of the county and commendable in the Supervisor. We find the county only had to borrow S4,5'J0 to defray the county expenses', and that through the efforts of Dr. Crosson, the present Senator, they have been able to make the loan at i> per cent, instead of 7 and 8 per cent as in the past. We also find that under the Act of the Legislature, part at its last session, ii im i J toe ujun;y ireasurer is required 10 deposit the money collected for the sinking fund in bank, which will enable the county to get on a cash basis in about three years. We find the Clerk of Court's iffiee in first class order, books well kept and the Cleik well up with his work: his accounts well balanced and ample funds on hand to meet his official liabilities. We recommend that a new index to deeds be purchased for the Cleik's office, and that they be of the latest improved order. UL many of the titles to land in the county; we recommend that these records be indexed at once aud filed away in the vault in the Cleik of Court's office for safe keeping, and that the proper officer have this attended to and the cost thereof paid by the Supervisor. In connection with tho Clerks office, and in reference to that branch of it which pertaius to the criminal courf, we wish to call special attention to the case of the State against Matthews and others, charged with murder. "We find in this case the State had in attendance at court, as the pay roll shows, fifty-niue witnesses, while only thirty one of them were s*orn and testified: and the defense had fifty-three while oDly thirtythree were sworn and testified, aLd that the witnesses cost alone in this ca*e .$478 IS While we appreciate the fact that in State casep, and especially in caces of such magnitude and importance, it is imputable to <1tuU7 . ho line er? #?Inct>lv ua is> rmlv ' bave iD attendance fcucb witnesses as art actiull) necessary, still we beg to ?? fjjT Tim i hiiiii r> 11 n ^ay that it dors teem to us that beter jngdnj'?nt upon the part of the court officials, in whose hand* these matter rest, could reduce this exDeuses coosiderably by due caution. and we think the matter should b<^ j trailed to the attention of the court. We have examined the County Superintendent of Education's (ffi-e and find his books well posted and accounts in first class condition. So much has been said about the chart fund and the unexpended balance in the treasury belongiug to the school fund, we have made an examination of the matter and we find the condition of affairs as follow;: Funds in hand awaitiug the final j disposition of the chart matter j ?2,319 75, and we find this matter ! stands as follow*: The charts were purchased by the different school boards all over the county, with few exceptions, from samples the agents carried around ! with them; and pay certificates were j issued by tLeoi upon the Cjunty j m _ _ fTL. n i_ c*.? ireasurer. me vuuut) ou^tnuu-u i deDt, upon the advice of the Attor- j ney General, and also that of bis local attorneyp, approved of the pay certificate?; but b< fore they were pa;d the State Superintendent made an examination and found the charts delivered Dot like sample and asked the Attorney General's advice upon the matter. The Attorney General investigated the matter and advised refusal of payment. Upon this advice aDd the advice of the County Superintendent's attorneys, the Cjudty Superintendent notified the County Treasurer at once Dot to pay the claim?, which instruction the Treasurer obeyed, and the matter now rests in this condition. As to the unexpended bilance in the treasury to the credit of tie school fund, we fiod that there is an unexpended balance of $'.'0219, this, however, only belongs to certain school districts which have not expended the entire amount apportioned to them, while others have expended every cent of their apportionment. We find that there is now in the treasury $3,326 35, which has come in aDd been apportionrd among the schools from the dispensary fund since the 1st of Judp of this y?ar, and after the pubi c schools were closed, which will bent fit the schools f for this next ensuing scbcol term I There seems to be an impression among the people that the public schools will run much loDger since ODe-tbird of the 3 mill tax has been abolished; but aft< r the comiDg school term this will not be so, for while the one-third (f the 3 mill tax will not be reserved the Legislature, at the last sessioD, repealed the law apportioning the dispensary fund amoDg the schools, which, for last year, amounted to $3,404 20 for this county while the one third of the 3 mill tax for the same year only amounted to $3,368 05, consequently the schools will Lot run, after the present dis pensary fund now on hand has been exhausted, any longer, if a3 long, as when the one third of the 3 mill tax was reserved. We have examined the County Au ditor'a office and find the Audit r well up with his work and almost ready for a settlement with t! e C noptroller General. We are glad to fiud that out of a levy of $11,701 17 tax?s for couLt* purples, there is only due on nulla bona executions $10 30, and even thi3 amount includes the 15 per cent penalty. We also fiod the taxable I r >perty of the county has iucreased since last year from $3,368,9jO to $3 420,815 for this year, making an increase of $111,860. We find that the Magistrates of the county, excepting Magistrates Sweedenberg, Curley, Meetze and Sightiei; also the other officers of county, excepting the Dispenser and Clerk of Cjurt, who collect county fuuds, have failed to report such fines and amounts collected and turn ed over to the Treasurer, to the Auditor so that he may charge them up to the Treasurei; and we find that the Auditor, to a certain extent, has bten compelled to rely upon the j Don't Get Thin Get fat; get nice and plump; there is safety in plumpness.
