Judge Willard wa9, during the days of reconstruction, an Associate Justice of the Supreme Court of this State It was he who delivered the opinion in 187C that General Hamp ton was the legally elicted Governor of this State and after the Democrats took charge of the State he was made Chief Justice. His universal courtesy, profound learning together with bis fairness made popular with the Bench and Bar. On taking the cbair, Mr. Efird appropriately thanked the convention for Ibe honor in choking bim to preside ever the deliberations of the body and made some feeling re marks along this liue. Up to this point the proceedings were marked with a calmness which unerriog'y foretold the gathering of the storm cloud of debate, wbich soon burst, when Senator Crosson introduced his resolution providing that the Magistrates be nominated by the primary system instead of bting recommended by the members of the General Assembly. The discussion over this proposition consumed about three hours and ended by the adoption of the resolution. The following resolution by Mr. Sharpe, was adopted: Resolved, That the clubs of Os-a and Ballentine be received as Democratic clubs of Lrxington county and that the delegates from said clubs be seated in the convention. The following resolution, offered by Senator Crosson, was, after a iengrby debate adopted: R-rSolvcd, That Migiotrates be elected by primary election as here toture. M . Shirpc moved io amend by ioseitiog that Magistrates be selected by the County Democratic Executive Committee. This resolution is what brought on < he debate. There was a wide divergence**^ opinion among the speakers aod the convention was pretty eveuly tivided oq the question. The following members of the convention pat tic pated in the debate Senator D. To the Editor of the Dispatch At a meeting of the subscribers to the capital stock of the Chapin Manufacturing Co, at Chapin, S. C, May 3, 1900, the following business was transacted: It was moved and adopted, that the President and Secretary seive notice at once on all subscribers to the capital stock of the Chapin Manufacturing C rnpauy that twenty per cent, of their sub3crip'ion is now due and is payable on or before July 7, 1900. Payable to the Secretary-Treasurer. By motion it was also ordered that the Treasurer be r< quired to give bond in the sum of ten thousand dollars. The following propositions for site were received and recorded for consideration: Jacob Koon proposes to give four acres and sell balance of site needed at ten dollars per acre, as much land as needed Signed, Jacob Koon.
