Queen Victoria Calls for More Men and More Money. * London, October 18.?Iu the House of Commons today the First Lord of the Treasury and the Government leader, Arthur J. Balfour, brougLt in the follow message from tne t^ueec: "The state of affairs in South Africa having constituted, in the opini >n of her Majesty, a case of great emergency within the meaning of the Act of Parliament, her Majesty deems it proper to provide additional means for military service. She has. therefore, thought it right to communicate to the House that her Majesty is, by proclamation, about to order the embodiment of the malitia and to call out the militia reserve force, or 6ucb part thereof as her Majesty miy think necessary for permanent service." The calling out of the militia and the militia reserves has occasioned widespread wonderment. Old sto ries of preparations aga;nst Cont'nental combinations are revived. It is freely rumored that the Government is determined to demonstrate to Europe that the British army is n t a neglible quantity. The Daily Telegraph's correspondent at Ladysmith says that no newsp per representative is allowed tc proceed from there either to Lestei'tj Station or Action Homes, and adds that Gen. Joubart's forces are mcv ing against Glencoe and Lester's Station on the Aarismith Lynch line London, October 18 ?A special dispatch dated at Pretoria at noor yesterday says: "After a few shots were fired at Mafekiog the white fla$ was hoisted. A Boer partj bearing a bag of truce was sent tc inquire whether the town surrendered. No definite reply was received The burghers' messengers were de^ taincd for six hours and then releas ed." The war office has issued the fol lowing statement: "News has been received fron: Gen. Sir George Stewart White, th? general commanding in Natal, thai the anticipated movement of Boe] forces across the DraDkensberg, al ready reported from several quarters was likely to be continued on Ooto ber 17, and that more of them might be expected to arrive at Boaan Bant that night and probably to come intc contact with our cavalry betweer Ladysmith and the passes of the Drakensberg. "Oa the north the Bjer forces from Ingagene are advancing, accom panied bj a few batteries of artillery. "On the Buffalo R'ver the Boers from Vryheld are moving toward Yants and Barkers Drifts. "Our cavalry remain in observation and report movements in Orange Free State. The Basutos are said to manifest an attitude hostile to the Boers, and they may neutralize a certain number of the Boer forces." According to a special dispatch from Durban, Nata1, the Zu'u? are arming with assegais. Cheif Dinzulu says he is unable to restrain them. It is expected that they will be joined by the Swazis. Lorenzo Marquez, October 18 ? The Volks6ten, the Boer official organ of Pretoria, gives the following account of the occupation of the British camp at Rimathlhbams, just north of Maftking: "The British camp at Rimathlabuma has been captured and sacked by G9D Crorja, after severe fighting. Many burgher were killed or wounded. The British loss is not known." The Volkssten added that "success thus far everywhere attended the burghers," although it admits that in the various skirmishes near Mafeking and at other points the Boer casualties number some sixty or seventy killed and wounded. A representative of the Transvaal Government has arrived here and is buying up all the transportation ob tainable. One hundred and thirtj persons just released from the Bar berton jail, Transvaal, have been put over th*- Portuguese border.' .
